Job Description

Under basic supervision, the Senior Wastewater Collections Worker performs skilled journey-level field work in the inspection, maintenance, and repair of sanitary sewer and stormwater systems. The role operates specialized equipment, leads small crews in the field, and ensures maintenance activities are completed safely, efficiently, and in compliance with applicable regulatory standards. The position works with a moderate degree of independence and provides technical guidance to lower-level staff. This classification is distinguished from the Wastewater Equipment Operator, which focuses primarily on heavy equipment operation, and from the Lead Maintenance Worker, which carries broader responsibility for overall crew supervision and project coordination. Essential duties and responsibilities may include, but are not limited to the following: Perform skilled maintenance and repair of sanitary sewer and storm drain systems, including cleaning, jetting, rodding, CCTV inspection, and repair of pipelines, manholes, and laterals. Inspect, service, and repair pump stations, valves, force mains, and related mechanical components to ensure reliable operation. Lead small field crews on sewer maintenance tasks and provide training, guidance, and technical support to less experienced staff. Support the setup and operation of specialized equipment, including combination sewer cleaning units, CCTV inspection systems, bypass pumps, and confined space retrieval systems, ensuring safe and efficient use during maintenance activities. Assist in diagnosing blockages, infiltration/inflow sources, and system defects; recommend and implement corrective actions in the field. Prepare confined space entry sites, implement traffic control measures, and ensure compliance with safety regulations and confined space procedures. Conduct storm drain and catch basin cleaning, sediment removal, and inspections to prevent flooding and maintain system function. Assist with minor concrete and masonry repairs to manholes, vaults, channels, and drainage structures. Maintain accurate work logs, inspection records, and daily reports to support compliance and operational tracking. Support regulatory compliance by collecting field data, assisting with reporting requirements, and providing documentation for inspections or audits. Respond to after-hours service calls, emergency overflows, and weather-related incidents as required. Safely operate City vehicles and equipment. Perform other duties of a similar nature and level as assigned.
Education and Experience:
High school diploma or GED equivalent, and two (2) years of experience in public works maintenance and repair operations, including traffic control, sanitary sewer and storm drain system installation, and pump station maintenance. License(s)/
Certifications:
Must possess a valid California Class "C" driver's license at the time of hire and maintain it throughout employment with the City of Victorville. Must obtain a Commercial Driver's (Class A or B) within twelve (12) months of employment. Must possess a California Water Environment Association (CWEA) Collection System Maintenance Certification Grade I. Confined Space Entry Certification is desirable. Flagger Certification is desirable. National Association of Sewer Service Companies (NASSCO) Certification is desirable.
Knowledge of:
Applicable state and federal codes, ordinances, laws, rules, and regulations governing wastewater collection and stormwater management, including State Water Resources Control Board (SWRCB) requirements, the California Integrated Water Quality System (CIWQS), and Statewide Sanitary Sewer Systems Waste Discharge Requirements (SSS WDRs). City policies, procedures, and regulations related to wastewater system operation, safety, and maintenance. Construction, maintenance, and repair methods, materials, and tools used in underground utility systems. Advanced principles and practices of wastewater and storm drain system operation, maintenance, inspection, and rehabilitation. Techniques for repairing and reconstructing pipelines, manholes, and related structures. Operation and maintenance of specialized wastewater equipment, including combination vacuum/jetting trucks, mechanical rodders, and closed-circuit television (CCTV) inspection units. Plumbing, mechanical, and electrical systems associated with sewer pumps, lift stations, and motor controls. Welding, cutting, and fabrication methods used in field maintenance and repair work. Work zone safety, trenching, and confined space requirements established by the California Division of Occupational Safety and Health (Cal/OSHA) and the California Manual on Uniform Traffic Control Devices (CA MUTCD). Emergency response procedures for sanitary sewer overflows and blockages. Preventive maintenance procedures for fleet and field equipment and tools. Principles of environmental protection, spill prevention, and hazardous material handling. Documentation and reporting requirements for SWRCB compliance, including CIWQS reporting. Project scheduling, cost estimation, and workflow coordination principles. Principles of crew leadership, mentoring, and training of less experienced staff. Modern computer applications such as GIS, CMMS, spreadsheet software, and work order systems. English usage, including spelling, grammar, punctuation, and applied mathematics for field documentation and reporting.
Skill and Ability to:
Deliver excellent customer service and represent the City professionally in all interactions. Exercise initiative, discretion, and independent judgment in performing skilled maintenance and repair work. Analyze operational problems, evaluate options, and implement effective field solutions. Lead small crews and provide on-the-job training to less experienced employees. Safely operate a wide range of specialized tools and equipment, including combination vacuum/jetting units and closed-circuit television (CCTV) inspection systems. Diagnose and correct minor mechanical, electrical, and hydraulic issues in wastewater maintenance equipment. Schedule, coordinate, and complete assigned projects within established timeframes and performance standards. Accurately calculate and document material quantities, labor hours, and equipment usage. Interpret and apply plans, blueprints, and standard drawings for wastewater and storm drain infrastructure. Conduct field inspections to identify system deficiencies and recommend corrective actions. Maintain accurate written and electronic records of field activities, service requests, and regulatory data. Operate personal computers and mobile devices to input data into maintenance management systems, the California Integrated Water Quality System (CIWQS), and geographic information system (GIS) databases. Communicate clearly and effectively with supervisors, coworkers, contractors, and the public, both orally and in writing, including radio and telephone communication. Prioritize work assignments, delegate tasks effectively, and manage time efficiently. Apply safety principles consistently, including confined space entry, lockout/tagout, and traffic control in accordance with California Division of Occupational Safety and Health (Cal/OSHA) and California Manual on Uniform Traffic Control Devices (CA MUTCD) standards. (Must be performed with or without reasonable accommodations) This position works primarily outdoors in varying weather conditions, including wind, heat, cold, and rain. It may be required to enter sewer and storm drainage systems and confined spaces such as manholes, pump stations, and catch basins. It may be required to climb ladders, work in trenches, and wear fall protection equipment and/or respirators in confined space environments. Positions in this class require frequent use of physical abilities including balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, and performing repetitive motions, with or without reasonable accommodation.
Heavy Work:
Exerting 50 to 100 pounds of force occasionally (up to 1/3 of the workday), 25 to 50 pounds frequently (1/3 to 2/3 of the workday), and 10 to 20 pounds constantly (2/3 or more of the workday) to move objects. Physical demands exceed those of Medium Work. Incumbents may be exposed to machinery with moving parts, electrical currents, vibrations, high noise levels, travel, and environmental conditions such as extreme temperatures, fumes, smoke, grease, odors, and dust. Must be able to see and hear within a normal range (with or without correction) and communicate effectively both verbally and in writing and must be clearly understood in operational settings. May be required to respond to emergencies outside of regular working hours, including weekends, holidays, evenings, and/or rotating or irregular shifts.
