Job Description Senior Watercraft Analyst Overview:
JHNA is seeking a talented Senior Watercraft Analyst to support the Autonomous Distribution Branch of the Sustainment - Future Capability Directorate (S-FCD) at Fort Lee, VA. Supports Army Watercraft Joint Forces Requirements Process (JFRP) (Former JCIDS) document development and program support effort, strategic planning and modernization strategy development, and test, modeling, simulation, and demonstration support. The position will work from the government site at Fort Lee, VA.
Roles/Responsibilities:
Articulating and codifying the operational requirements inherent in developing documents designed to inform the JFRP. Documents will also explain logistics requirements in the context of how support formations provide resupply and transportation in an operational environment aligned to approved Army and Sustainment "Concepts of Support". Developing comprehensive characteristics of need (CoN) statements as a primary means to initiate requirements dialogue for Army Senior Leaders, Material Developers and industry. Documents will typically provide an overarching description of a complex transformation challenge, describe an integrated approach for continuous insertion of technology-enabled capabilities, rapid innovation processes and desired capability characteristics without prescribing a solution. Assembling information developed during the test and demonstrations to inform requirements documents for new Army Watercraft Systems (AWS) such as Maneuver Support Vessel (Light) (MSV(L)), Force Support Vessel (FSV), Vessel Bridging Systems (VBS), Army Maritime Autonomy Stack (AMAS), Autonomous Resupply Vessel (ARV-Small, Medium,& Large), in support of the JFRP process. Conducting comprehensive analysis of and contributing to AWS Concept of operations (CONOPs). Producing and tracking JFRP documents/products through the U.S. Army Transformation and Training Command (T2COM) and HQDA document staffing process for the S-FCD. Conducting comprehensive analysis of and contributing to MSV(L), FSV, VBS, AMAS, and ARV Concept of operations (CONOPs). Participating in identification and development of Army Technology Objectives (ATO), Advanced Concept Technology Demonstrations (ACTD), and Joint Capability Technology Demonstrations (JCTD) related to S-FCD watercraft programs. Conducting concepts-based analysis and supporting studies to identify solutions for capability gaps, development and integration of concepts and doctrine including: input to Capabilities Based Assessments (CBA), Capability Needs Analysis (CNA), Cost Benefit Analysis (C-BA), Analysis of Alternatives (AoA), Operational and Organizational Plans (O&O), Initial Capabilities Document (ICD), Human Systems Integration, doctrinal publications, System Evaluation Plans (SEP), Production Verification and Follow-on Test Evaluation Master Plans (TEMPs), Support Strategy (SS), System Training Plans (STRAP), Qualitative and Quantitative Personnel Requirements Information (QQPRIs), Basis of Issue Plans (BOIPs) and Tables of Organization and Equipment (TOEs). Developing future system modernization strategies, sustainment concepts and requirements, as well as all requirements for developmental and currently fielded Army Watercraft Systems. Prepares reports, justifications, charts, graphs, statistical and brief narrative data, etc., for top-level presentation and briefings.
Qualifications Required:
Candidate must be a U.S. Citizen with an Active Secret Clearance. Candidate must be able/willing to provide on-site/in person support at Fort Lee, VA. Candidate must have a high level of ability in using Microsoft products such as Teams, Office, Word, Excel, Outlook, and PowerPoint. Candidate must possess high level Army writing skills as outlined in Army Regulation 25-50, Preparing and Managing Correspondence. Experienced requirements developer with at least 4-6 years of Army and Joint operations work experience; deployment experience preferred. Experience with requirements development or equivalent requirements development/training development experience needed to perform the duties of this position. Candidate must be capable of explaining operations in the context of operational concepts and architecture requirements showing how missions/tasks/and subtasks are decomposed into requirements and objectives. Demonstrated ability to work as part of a diverse team of government and industry partners. Willingness to travel away from base government location 20% of the time. Qualifications Desired Experienced logistician with at least 10 years of sustainment operations work experience. Experience with Army Watercraft Operations. Experience with FORGE, the Army structured modular data environment facilitating the synchronization and integration of modernization process enabling Army Modernization Enterprise (AME) collaboration and a common operational picture of progress. Experience writing, staffing and adjudicating JFRP (former JCIDS) documents. Experience in developing future concepts, executing the JFRP process. Able to produce a large volume of written material covering multiple products like strategies, CONOPS, CONEMPS, and support concepts that can be adjudicated by the entire AWS team across the department to support JHNA is an Equal Opportunity Employer.
