Job Description

Position Summary Tampa Civil Design is seeking an experienced Director of Land Entitlements to lead and manage land use and entitlement efforts throughout Florida. This position will be responsible for overseeing rezonings, comprehensive plan amendments, special exceptions, conditional uses, development agreements, due diligence evaluations, and related planning efforts for a wide variety of residential, commercial, industrial, and mixed-use development projects. The ideal candidate will possess strong technical planning expertise, exceptional written and verbal communication skills, and the ability to effectively represent clients before local governments, planning commissions, elected officials, neighborhood groups, and public agencies. This is a leadership-level position offering significant growth opportunities within a rapidly expanding land development consulting firm. Essential Duties and Responsibilities Manage entitlement projects from initial due diligence through final approval.
Prepare and oversee:
Rezoning applications Comprehensive Plan Amendments Future Land Use Amendments Special Exception and Conditional Use applications Variance applications Development Agreements Planned Development (PD/MPUD) applications Planning studies and land use analyses Conduct entitlement and feasibility analyses for prospective development sites. Prepare planning reports, justification statements, staff response letters, and public hearing presentations. Research and interpret comprehensive plans, land development regulations, zoning ordinances, and state growth management requirements. Coordinate with civil engineers, traffic engineers, environmental consultants, attorneys, surveyors, architects, and governmental agencies. Attend and present at neighborhood meetings, public workshops, Planning Commission hearings, City Council meetings, County Commission hearings, and other public forums. Serve as a primary point of contact for entitlement clients. Assist with business development efforts and proposal preparation. Mentor and support junior planners and planning staff. Maintain project schedules, budgets, and client communication throughout the entitlement process. QualificationsRequired Bachelor's Degree in Urban Planning, Community Planning, Geography, Public Administration, or related field. AICP Certification. 6-10+ years of progressively responsible experience in land use planning and entitlements.
Demonstrated experience preparing and managing:
Rezonings Comprehensive Plan Amendments Future Land Use Amendments Planned Development / PUD applications Strong knowledge of Florida planning and growth management regulations. Excellent technical writing skills. Experience preparing planning reports and entitlement justification packages. Experience presenting before elected officials, planning boards, and public audiences. Strong organizational and project management abilities. Valid driver's license. Preferred Master's Degree in Urban Planning or related field. Experience working in Florida consulting firms. Existing relationships with local governments throughout the Tampa Bay region. Experience managing client relationships and business development efforts. Experience supervising planning staff. Pay:
$90,000.00 - $125,000.00 per year
