Job Description

Under general supervision, directs, plans, manages, coordinates, and administers the programs and activities of a major functional group or essential service area of a city department. An employee in this class is accountable and responsible for these programs and activities. 1. Manages the methods, procedures, workflow, priorities, and operations of assigned major service functions or activities, including Quality Assurance and Materials Management, to support effective maintenance operations and service delivery. 2. Establishes or implements service goals, measurements, and performance standards aligned with agency's governance goals. 3. Individually, and through designated managers, coordinates the work of several units or sections in accomplishing objectives. 4. Evaluates the efficiency of designated processes, methods, procedures, and policies to identify critical areas for improvement. 5. Consults with higher level management and recommends broad service or control strategies to accomplish organizational goals. 6. Aligns operational goals with department strategic plan and coordinates their implementation and evaluation. 7. Implements new techniques, procedures, processes, and workable solutions to accomplish organizational strategies. 8. Manages and evaluates effects of process improvement initiatives. 9. Administers the implementation and management of special programs and projects. 10. Confers with managers and instructs employees on legal requirements and policy interpretation. 11. Leads joint activities with other division managers and department representatives to address service concerns. 12. Implements and evaluates plans to resolve organizational and operational problems. 13. Develops workforce through staff planning, succession and progression planning, coaching and counseling, collaboration with employees on career paths, and competency development. 14. Evaluates employee performance through collaboration on assignments and projects and review of results. 15. Confers with employees on questions and concerns of performance, attendance, conduct, and changes to policies and procedures. 16. Prepares and monitors an annual budget. 17. Supervises the preparation of analytical and statistical reports. 18. Oversees Quality Assurance and Materials Management activities to support maintenance operations, including coordination with vendors on repairs, warranty matters, technical issues, and corrective actions; ensuring the availability and accountability of parts and materials; and supporting maintenance-related training and competency initiatives. Bachelor's degree in a related field of study. Certain positions may prefer, or require, a Master's degree. Seven (7) years of work related experience that includes four years of professional administrative experience directly related to the specified position, including line supervisory or team leader responsibility and authority. Equivalent combinations of education and experience that provide the required knowledge, skills and abilities will be evaluated on an individual basis.
