Job Description

Performs complex professional and administrative work planning, organizing, and directing the installation, operation, maintenance, repair, and expansion of the electric distribution system, serving as liaison to outside agencies, coordinating projects, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the Assistant City Manager. Departmental supervision is exercised over all personnel within the department. Leads, directs, and manages the staff within the electric department to accomplish multiple goals, objectives, and tasks including, but not limited to, new services, line extensions, maintenance and repairs, preventative maintenance; emergency response, plans for expansion and other needs for future service. Strong leadership skills required to direct and guide strategic decision-making, provide clear communication, address and resolve conflicts, and have the ability to mentor and develop staff with a wide range of experience, knowledge, and skills. Monitors and evaluates system demands, system capacities and limitations, substations, transmission contracts, and peak shaving/ load management program. Evaluates outages and departmental priorities to ensure that that the electric utility is being operated and managed in a manner to promotes reliability and minimizes service disruptions. Recruits and selects department personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules; meets with subordinate supervisors to resolve problems, set priorities, and deadlines. Serves as intergovernmental coordinator between the electric utility interests and local, State, and Federal agencies, such as NCUC, ElectriCities, OSHA, NC811, etc. Ensures all applicable regulatory and safety requirements are met. Coordinates major projects such as facilities development and equipment purchases; evaluates bid proposals. Develops and administers department operating and capital improvements budgets; controls department expenditures; provides long range planning; approves work orders, purchase requisitions, memos, letters, time sheets, electric purchases, and other documents. Reviews, develops, and recommends electric rates and makes recommendations to the Assistant City Manager; works with staff to develop material to offer in negotiations with non-residential customers to utilize City electric when applicable; gathers information for non-residential customers to ensure their needs are met. Secures and directs the services of professional consultants as required to prepare studies, develop strategies, develop plans, obtain approvals to complete capital improvements, etc. Engages in personal contact with citizens concerning service requests and complaints; investigates and decides or recommends actions. Meets with customers to discuss electric needs and relay information concerning City service/policy. Serves on or participates in a variety of boards, commissions, committees and associations. Attends and gives recommendations to Council members at City Council meetings. Bachelor's degree with coursework in business administration, engineering, or related field. Extensive experience within an electric utility, or equivalent combination of education and experience is desired. Valid driver's license in the State of North Carolina. Comprehensive knowledge of electric utility organization and operation; thorough knowledge of the materials, methods, practices, and equipment used in the operation, maintenance, and repair of electrical and gas distribution systems; ability to plan, assign, and coordinate the work of the department; ability to prepare clear and comprehensive studies and reports; ability to communicate effectively in oral and written form; ability to establish and maintain effective working relationships with City officials, associates and the general public.

Salary Information • $111,633 - $140,658 annually - depending on experience
