The Chief of the Economic and Policy Analysis Staff, serves as the primary source of advice to the Administrator and other APHIS senior leaders regarding economic and policy analyses. Also, serves as the APHIS liaison for economic analyses with various policy staffs of the Department and with the Office of Management and Budget. Also, serves as the primary source of expertise on cost-benefit analysis and other economic methodologies in support of policy development and planning.

TIME-IN-GRADE

Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

BASIC REQUIREMENT

Degree:

economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. or Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

IN ADDITION TO MEETING THE BASIC REQUIREMENTS LISTED ABOVE

Applicants must meet the following specialized experience and/or education requirements listed below:

FOR THE GS-15 LEVEL

Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Planning and conducting Regulatory Impact Analyses and Regulatory Flexibility Analyses to ensure that the analyses meet standards as mandated by Executive Orders and associated Circulars for such economic analyses Presenting and defending prepared analysis prepared by self or colleagues. Adjusting to meet aggressive deadlines or changing priorities. Identifying and utilizing advanced economic analysis tools. Reviewing work prepared by others in USDA.
