Job Description

Founded in 1977 as the Senior Care Action Network, SCAN began with a simple but radical idea: that older adults deserve to stay healthy and independent. The Job The Manager, Health Policy sits on the Policy, Government Affairs (PGA) team and researches, tracks, and analyzes federal and state legislative and regulatory health policy issues, with a focus on policy areas of importance, such as Medicare Advantage, Part D, duals integration, Medicaid payment policy, health equity, and other relevant issues. The Health Policy Manager will interact with staff across the organization and participate in meetings with policymakers, industry trade groups, and non-governmental organizations that influence public policy.
You Will Policy Research and Drafting:
Conduct in-depth research and analysis of data, regulations, and legislation. Draft policy memos, fact sheets, talking points, and presentations. Provide recommendations on policy issues to inform strategic decision-making. Develop and Advocate for
Policy Positions:
Collaborate with Policy and Government Affairs (PGA) team members to develop SCAN's public policy positions, policy proposals, and legislative and regulatory goals. Enact strategies to advance these proposals and goals, ensuring alignment with SCAN's mission and strategic objectives.
Prepare Advocacy Materials:
Draft and disseminate public-facing advocacy materials, including regulatory comment letters, fact sheets, talking points, position papers, and other communications to policymakers. Ensure that these materials are clear, compelling, and aligned with SCAN's policy positions.
Internal Communications and Presentations:
Draft internal communications and prepare presentations that summarize legislative and regulatory activity and its potential impact on SCAN. Provide regular updates to senior leadership and other stakeholders within the organization
Support Team Initiatives:
Support the PGA team in various policy-related tasks and initiatives as needed. Contribute to the overall success of the team by performing additional duties and providing expertise.
Cross-Functional Collaboration:
Collaborate with internal SCAN stakeholders to ensure alignment between PGA and other business functions. Facilitate the integration of policy insights into various departments and initiatives.
Legislative and Regulatory Tracking:
Track and summarize federal and state legislative and regulatory proposals. Maintain a comprehensive and up-to-date database of policy developments.
Legislative Hearings and Policy Events:
Attend, take detailed notes during, and summarize relevant legislative hearings, policy summits, and other state and federal policy events. Provide insights and key takeaways to the PGA team and other stakeholders.
Strategic Policy Discussions:
Participate in strategic policy discussions and represent SCAN at external coalition meetings. Contribute to the development of policy strategies and initiatives. Your Qualifications Bachelor's Degree or equivalent experience. Master's Degree preferred. 5+ years of related experience Strong research and analytical skills. Excellent written and verbal communication skills. Ability to manage multiple projects and priorities in a fast-paced environment. Knowledge of federal and state legislative and regulatory processes. Experience in developing and implementing policy strategies. Strong interpersonal skills and ability to build and maintain relationships with policymakers and stakeholders. What's in it for you?

$92,400 to $159,133annually
