DEPARTMENT OF PUBLIC WORKS MISSION STATEMENT
To provide the community with quality services, maintain and improve our public infrastructures and facilities, and support the preservation of Marin's unsurpassed beauty. The Senior Department Analyst is a strategic member of the small, dynamic, and high-performing Department of Public Works Business Technology Services Team, leading digital transformation and continuous improvement initiatives that enhance service delivery across the Public Works branches. In partnership with department leadership, Information Services & Technology (IST), and the County's Digital Innovation and Transformation Office (DITO), this position identifies opportunities, streamlines business processes, and delivers technology-enabled solutions. The ideal candidate for the Senior Department Analyst of DPW Administration is a collaborative, people-first partner passionate about modernizing public services through technology, continuous improvement, and human-centered innovation. The successful candidate brings extensive experience in managing technology modernization, automating business processes, and leveraging data analytics to optimize service delivery. They excel at steering major initiatives from concept through implementation while effectively communicating with diverse audiences, including executive leadership, frontline staff, and community stakeholders. Grounded in strong emotional intelligence, design thinking, and adaptable program management, this partner will foster continuous learning, facilitate active stakeholder engagement, and cultivate a culture dedicated to enhancing the overall experience for everyone we serve.
KNOWLEDGE OF
Principles and practices of business and public administration. Principles and practices of work planning, data collection and analysis, project management and research methodology. Basic supervisory principles and practices depending upon assignment. Applicable laws, rules, and regulations.
ABILITY TO
Plan, organize, and conduct research and analytical studies. Plan and direct the work of others on a project or day-to-day basis. Interpret, apply and explain laws, regulations and policies governing program operations. Recognize and resolve problems of a sensitive and/or political nature; negotiate mutually satisfactory solutions and implement recommendations. Prepare clear, concise and accurate reports, correspondence, policies, procedures and other written materials. Establish and maintain effective working relationships with those contacted in the course of work, including other departments, community members and organizations, public and private agencies, and local, state and federal agencies. Effectively represent assigned programs, the department and County in meetings and presentations.
MINIMUM QUALIFICATIONS AND CERTIFICATIONS & LICENSES
Equivalent to graduation from a four year college or university with a major in business or public administration, public policy, political science, social services, health care administration or a field related to the work, and three years of professional level experience performing administrative, legislative, operational and/or policy analysis; program or project design, planning and implementation; research; strategic planning; or closely related work. Additional professional level experience performing administrative, analytical, fiscal, legislative, operational, policy, program administration or research work may be substituted for the required education on a year-for-year basis. Testing and Eligible List:
Depending on the number of qualified applications received, the examination may consist of a highly qualified review, application screening, online assessment, written examination, oral examination, performance examination, or any combination to determine which candidates' names will be placed on the eligible list.
Disaster Service Workers:
All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
