Job Description

APPLICANTS MAY BE EDUCATIONAL OFFICERS, TEACHERS AND OTHER QUALIFIED INDIVIDUALS TYPE OF APPOINTMENT ISSUED
This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Under the general supervision of the Executive Director of the Hawaii Teacher Standards Board, the
Institutional Analyst II:
1.
Data Collection and Management:
Collects, organizes, and maintains licensure, educator preparation, and workforce data from HTSB's internal systems and external sources, ensuring accuracy and consistency. 2.
Data Analysis and Reporting:
Conducts statistical and qualitative analysis to identify trends, support decision-making, and prepare reports for the Board, state and federal agencies, and other stakeholders. 3.
Program Evaluation Support:
Assists in evaluating the effectiveness of State Approved Teacher Education Programs (SATEPs) through data review and outcome analysis to support program re-approval and continuous improvement. 4.
Compliance and Federal Reporting:
Supports preparation of required reports such as Title II and other compliance documentation, ensuring timely and accurate submissions aligned with regulatory standards. 5.
Research and Policy Support:
Conducts research on national licensure standards, educator workforce trends, and best practices to inform HTSB policies and strategic initiatives. 6.
Data Visualization and Communication:
Develops clear data visualizations and summaries to communicate findings to HTSB Board members, and external stakeholders in an understandable and actionable format. 7. Performs other related duties as assigned
Education :
Graduation from an accredited college or university with a bachelor's degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
Experience :
Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in an education program, agency or system.
Desired Experience :
Work performing data analysis, program evaluation, or research in an educational or related organizational setting, preferably involving licensure, certification, or regulatory compliance. Equivalent combinations of education and relevant work experience in data management, statistical reporting, and policy support may be considered. Prior experience with state or federal education agencies, teacher preparation programs, or public administration is highly desirable.
Combined Education and Experience :
An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
Knowledge :
Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge :
Thorough knowledge of data analysis and statistical methods, data management systems, and effective communication strategies. Ability to : Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.
Desired Ability :
Strong analytical and problem-solving skills, technical proficiency with data management and visualization tools, attention to detail, effective communication and interpersonal abilities, excellent organizational skills, research capability, and a commitment to confidentiality and ethical standards.
SALARY RANGE
EOSR-7, $113,660 to $160,893. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $113,660.
NOTE:
Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
WORK YEAR AND BENEFITS
This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
