BUDGET ANALYST
(TITLE 32),GS-0560-9, you will serve as a financial advisor to the Base Operions Manager, providing technical assistance concerning the overall fiscal management program including preplanning, budgeting, programming, funds allocion, procurement, commercial accounts management, payrolls, accounting, internal controls, auditing, and reporting. Major Duties
- This is NOT an all-inclusive list: Perform analytical research of financial da to plan, formule, program, and execute annual opering budgets for the Training Center.
Evalue and valide budget proposals submitted by separe directores, offices, and other Training Center activities. Assist with developing and implement training site policies, procedures, guidelines and regulions pertaining to fiscal management, budgeting, funding, procurement, payroll, accounting, reporting, internal survey and audit training site. Certify funds and coordine the receipt of funding documention from multiple sources (may include Non-Appropried Funds, NAF). Responsible for the budgetary planning and programming timetables for new and modified programs, deployments, mobilizions, exercises, and training events. Perform monthly analysis of financed and obliged orders to forecast expenses and provide a narrive explanion of the causes of any variants between the actual and budgeted training objectives. Responsible for the presention of various reports to the Funds advisory Council. Perform budget transactions involving general ledgers with several subsidiary ledgers for personnel, operions and maintenance, revolving funds, and ste or federal appropried and non-appropried fund activities. Ensure th automed accounting is accomplished in accordance with generally accepted accounting principles (GAAP) or other applicable guidelines. Review transactions based upon the interpretion of laws, regulions, and policy. Responsible for strict compliance with regulions th govern the expenditure of federal and ste funds applicable to procurement and accounting under automed accounting systems. This is a Financial Management Level 2 Certified position IAW the Nional Defense Authorizion Act (NDAA) 2012, 112-81, Subtitle F-Financial Management, Section 1599d. AREA OF CONSIDERATION
The areas of considerion for this position, Title 32 Excepted Service (32 U.S. Code § 709), in the following manner and sequence: The FIRST area of considerion for this position all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of considerion all current Federal Employees. The THIRD area of considerion all Federal re-employment eligible. The FOURTH area of considerion applicants willing to become T32 Dual Stus Technicians and gain ILNG membership. The FIFTH area of considerion will U.S. Citizens.

SSG. SPECIALIZED EXPERIENCE
: GS-09 Level
- MUST possess the specialized experience, educion, or training equivalent to least the next lower grade level, GS-07.
Must have experience, educion, or training of finance budget competencies th provided knowledge of financial principles and procedures. Candide must have a good understanding of the basic principles and concepts of the Nional Guard financial budget business program requirements.
