Job Description

This position is located in the Farm Production and Conservation (FPAC) Business Center (BC), Chief Financial Operations Office, Budget Division. The incumbent performs a full range of budgetary functions and duties associated with all phases of the
FPAC-FBC-BD
budget process for certain assigned program areas and implements budgetary policies affecting the financing.
Qualifications:

Time-in-Grade Requirement:
If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement. Specialized Experience Requirement For the GS-14 grade level: You must have one year of specialized experience equivalent to the GS-13 grade level in federal service or comparable experience not gained through federal service.
Specialized experience is defined as:
Leading or independently conducting complex budget formulation and execution activities for large-scale Federal programs for each phase of the budget process for the President's Budget submission; Developing and implementing budgetary strategies, financial operating plans, or fund distribution approaches that directly affect the financing, execution, or accomplishment of national-level programs with significant annual resource requirements across multiple agencies or appropriation accounts; Providing authoritative interpretation and application of budget-related provisions in Congressional legislation, appropriations acts, OMB Circular
A-11, GAO
decisions, or Departmental policy directives that affect the budgetary or financial operations of assigned programs, including apportionment requirements and Anti-Deficiency Act compliance. Preparing and coordinating Congressional Justifications, budget exhibits, Questions for the Record (QFRs), hearing materials, or written testimony in support of agency budget submissions to OMB and Congress. Monitoring and analyzing multi-year payroll expenditures, Full-Time Equivalent (FTE) utilization, and operating costs across multiple agency accounts to support senior leadership decision-making. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
