Senior Financial/Fiscal Analyst will perform a variety of financial analyses and advanced financial activities, such as cash flow and bond issuance analysis. Analyze and approve financial transactions. Prepare a variety of financial reports or presentations. Oversee maintenance and accounting for all health benefit programs, reconciliation of billings, and expenditures and revenues associated with benefit programs. Maintain support records ensuring compliance. Gather and analyze business or financial data. Recommend solutions or alternative methods for proceeding. May develop or update functional or operational procedures outlining established methods of performing work in accordance with policies. Assignments at this level require a moderate level of independent critical thinking.

DUTIES AND RESPONSIBILITIES 1.

Analyze and assist in the development solutions to problems using financial and project management expertise, cost benefit analysis, and interpretation of and in compliance with applicable laws, rules, regulations and procedures. 2. Review and assist in the analysis of the fiscal planning, debt analysis, tax rate forecasting and other financial projections. 3. Conduct analyses of proposed and pending local, state and federal legislation and develop program and fiscal impact reports and position papers. 4. Prepare agenda items, periodic and summary financial reports, letters, memoranda and other written materials and presentations for all areas of responsibility. 5. Serve on committees, task forces, evaluation groups and negotiating teams as assigned by the Deputy County Manager for Finance. 6. Deliver presentations and/or training to management, board committees and staff. 7. Prepares cash flow analyses; reports cash balances and major transactions. 8. Reviews and analyzes a variety of fiscal activities to ensure accuracy and compliance with accounting/program/legal requirements. 9. Reviews and prepares journal entries in the general ledger; identifies, researches and resolves discrepancies. 10. Assists in preparing a variety of monthly and quarterly financial reporting for submission to oversight agencies such as the Department of Finance and Administration; coordinates report development with other departments within the County. 11. Analyzes accounting or fiscal policies and procedures; develops recommendations for operational efficiencies and stronger controls. 12. Act as department resource, performing other job related duties as required or assigned.

MINIMUM QUALIFICATIONS

Bachelor's Degree in Public Administration, Business Administration, Economics, Accounting, Finance, or a related field, and five (5) years of work experience in an increasingly responsible accounting or benefits role. Any equivalent combination of related education and/or experience may be considered for the above requirements.

The offer of this Bernalillo County position requires compliance with the following: 1. Employee must successfully complete the post-offer employment medical examination and background investigation. 2. Employee must comply with the safety guidelines of the County. 3. Depending on assignment, some positions in this classification may require possession of a valid driver's license, Class C or higher. 4. Employee must complete required FEMA training(s) as assigned to position. 5. Employee must complete required Supervisor classes if applicable.

Work is typically performed in an indoor office environment, but occasionally requires travel to other locations. 2. Work environments may include noise, dust and/or unpleasant odors, and may occasionally require work in confined spaces. 3. Occasional evening, holiday and/or weekend work may be required.
