SUMMARY:
The Records and Policy Specialist plays a dual role in ensuring district transparency, effective governance, and legal compliance. This position oversees compliance with the New Mexico Inspection of Public Records Act (IPRA) and assists the Board of Education and district administration in the development, maintenance, and interpretation of Board Policies and District Regulations. The specialist serves as the primary point of contact for public records inquiries and ensures that all district policies are legally defensible and aligned with state and federal laws.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Records Custodianship (IPRA) Serve as the primary point of contact for all IPRA requests; monitor deadlines and coordinate the collection of responsive records. Review documents for confidential information (pursuant to IPRA, FERPA, HIPAA, etc.) and apply necessary redactions before release. Manage the district's records retention and disposition schedules in accordance with state law. Policy Development and Board Support Work directly with district staff and Los Alamos Public Schools Board Members to facilitate a recurring cycle of policy review, identifying outdated or inconsistent policies. Research, draft, and propose revisions to Board Policies to ensure they reflect current District goals, community needs, and legislative changes. Access New Mexico State Statutes (NMSA), New Mexico Administrative Code (NMAC), and federal legal frameworks. Assist in preparing policy-related items for Board meetings, providing clear explanations of proposed changes to Board Members and the public. Collaborate with District Administration to create, review, and revise administrative regulations that provide the framework for implementing Board Policies across all school sites.
EDUCATION AND / OR EXPERIENCE
Bachelor's degree in Public Administration, Legal Studies, Education Administration, or a related field preferred. Minimum of 3-5 years of experience in a role requiring legal research, policy drafting, or high-level administrative compliance, preferably in a public school or government setting.
KNOWLEDGE, SKILLS AND ABILITIES
School Law:
Deep understanding of the legal frameworks governing K-12 education at both the federal and state levels.
Technical Writing:
Ability to draft formal policies and regulations that are clear, concise, and legally accurate.
Analytical Thinking:
Ability to interpret complex legal language and translate it into actionable district procedures.
Interpersonal Skills:
Ability to work effectively with Board Members, District leadership, and members of the public.
Confidentiality:
Mastery of privacy laws including the Family Educational Rights and Privacy Act (FERPA). Uphold the highest standards of professional and ethical behavior inherent to the public sector. Ensure 100% statutory compliance with all IPRA requests. Provide the Board and Administration with reliable, research-based guidance on the impact of legislative changes on district operations.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Work is primarily performed in a professional office setting and requires the use of standard office equipment. Occasional work in records archive rooms is required. Occasional evening attendance at Board meetings is required. This position may require sitting for extended periods, lifting and carrying files, reaching, and bending to lift files. Employees in this position may frequently lift up to 25 pounds.
