Job Description
Provide specific focus on activities designed to minimize the effects of emergencies and disasters. Provide professional support and planning to the program to assist in mitigation, preparedness, response and recovery from emergencies and disasters resulting from natural, technological and man-made hazards. Develop and maintain comprehensive emergency management plans and provide assistance and coordination to the program for implementation of the plans. Secondary responsibilities include Point of Dispensing (POD) site and Push Partner Program overview, off-site technical investigations and analysis of public health concerns related to biological events and/or responses; and providing after-hours "on-call" coverage for the Public Health Emergency Response Program.

ESSENTIAL JOB FUNCTIONS
(100% of Time): Author, develop, evaluate, organize, revise and maintain the Department's Emergency Operations Plan and Annexes. Functional, Incident Specific and Support Annexes, including but not limited to the Medical Countermeasure Distribution and Dispensing Plan, Biohazard Detection System Response Plan, Continuity of Operations Plan, Push Partner Plan, and Pandemic Plan. Plan, conduct, and coordinate meetings to support collaboration with agencies involved in the plans. Participate in obtaining, documenting, organizing, analyzing, integrating, publishing, and distributing a wide variety of data, planning guidance, and operational concepts. Maintain the Push Partner Program and a thorough understanding of the plans and associated CDC guidelines and Public Health Emergency Preparedness (PHEP) grant deliverables. Provide technical and/or direct assistance to Tulsa County emergency response partners including the Regional Medical Response System (RMRS), in response to medical surge events, and all-hazards exercises and incidents with emphasis on response to potential biological threats. Collaborate with private, medical and mental health facilities, and facilitate the annual stakeholders meeting. Coordinate with community partners (medical examiner, emergency management, healthcare) to prepare for mass fatality events and to address public health, medical and mental/behavioral health needs of Tulsa County following a disaster. Maintain documentation database/filing. Assist in exercise planning, facilitation, and evaluation as needed. Prepare presentations and/or abstracts for conferences, workshops, and training sessions in support of Department's planning program. Research preparedness-related activities and identify practices that can be implemented at THD that can also be disseminated to other agencies. Complete required training in support of duties and responsibilities of this position. Serve as a member of the Command and General Staff during real-world public health emergencies. Maintain situational awareness of other Emergency Preparedness Response Program (EPRP) and Oklahoma Medical Reserve Corp (OKMRC) activities, planning, and events and assist as needed. Other duties as assigned including those required to fulfill activities in support of public health emergency operations.Education:
Bachelor's degree in public health, planning, emergency preparedness, health promotion, engineering, environmental science, medical/public administration, or a related field required.Experience:
Two to five years of employment in a medical, emergency preparedness or public health-related position that would provide skill development in compiling, managing and updating plans, knowledge of advanced planning procedures, report writing, presentation, electronic file management, and analytical techniques.Knowledge/Skills:
Highly developed written and oral communication skills, including excellent spelling, speech and grammar are required to present complex ideas to audiences inside and outside of the Health Department. Skills are required in the use of computer databases, file manipulation, and some data analysis including the use of databases and spreadsheets. Highly motivated and capable of working under demanding time constraints with minimal supervision. Ability to process and incorporate new data, information, and guidelines into plansLicenses:
