Job Summary:
The Integrated Eligibility Policy unit develops and maintains policy, administrative rule, and ONE system functionality related to Oregon Health Plan/Medicaid eligibility. The unit ensures alignment with federal regulations, state statutes, and the 1115 Medicaid Waiver and provides subject matter expertise across OHA and ODHS. This position serves as a co& #8209;lead and senior eligibility policy advisor for implementing and managing population& #8209;specific eligibility and retroactive eligibility changes under House Resolution 1 (HR1; 2025). It provides strategic direction and subject matter expertise on complex Medicaid and non& #8209;Medicaid medical assistance eligibility policies, including interpreting federal and state laws, evaluating program impacts, identifying policy requirements, and leading development and implementation of rules, operational standards, system changes, and program guidance. The position is a primary point of contact for
OHA/ODHS
leadership, internal staff, and external contractors and partners, offering analysis, recommendations, and technical consultation. It also directs system design and modification with information systems staff and business analysts, including user acceptance testing and business requirements development. This position collaborates with diverse populations and builds partnership& #8209;based relationships with communities that have been historically marginalized. This announcement is for three (3), full-time, permanent, SEIU represented, Medical Eligibility Policy Analyst(Operations & Policy Analyst 3) position based in Salem, Oregon. This is a hybrid Remote-85% In-Office 15% position.
Minimum Qualifications:
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
