Job Summary The TRICARE Overseas Senior Analyst plays a critical role in supporting the delivery of comprehensive healthcare services to active duty service members, retirees, and their eligible family members living or traveling outside the United States. Working closely with the TRICARE Overseas Program (TOP) Office, TRICARE Area Offices, DHA and THP offices, Health Affairs, and overseas health care support contractors, the Senior Analyst evaluates program performance, develops strategic policy recommendations, and ensures seamless access to care across diverse international regions. Program Management & Policy Analysis
    Policy Evaluation:
    Analyze and interpret Military Health System (MHS) regulations, TRICARE policies, and legislative changes to assess their impact on overseas healthcare delivery.
      Strategic Planning:
      Assist in the design and implementation of new Overseas initiatives, ensuring alignment with overall MHS objectives and military readiness goals.
        Subject Matter Expertise:
        Develop models and analytical frameworks that evaluate the integration of private-sector healthcare delivery with direct care, providing actionable recommendations to the government lead for optimizing THP.). Data Analytics & Reporting
          Performance Monitoring:
          Collect, analyze, and synthesize data such as claims processing, patient access to care, healthcare costs, and beneficiary satisfaction within overseas regions.
            Report Generation:
            Develop comprehensive reports, executive dashboards, and briefings for DHA and HA leadership, highlighting operational trends, potential risks, and areas for program optimization.
              Quality Assurance:
              Conduct audits and routine reviews to ensure that overseas healthcare contractors are meeting established performance metrics and contractual obligations.
                Global Access Monitoring:
                Continuously monitor and report on overseas program metrics, ensuring that the delivery systems meet established policies, requirements, and performance key indicators. Stakeholder Engagement & Coordination
                  Liaison Duties:
                  Act as a point of contact between DHA leadership, regional TRICARE Area offices, and the overseas contractor.
                    Beneficiary Advocacy:
                    Investigate and resolve complex, escalated beneficiary issues related to overseas healthcare access, claim denials, or other beneficiary grievances.
                      Briefings & Staff Work:
                      Author highly complex, authoritative documents, including white papers, strategic briefings, Point Papers, and responses to Congressional or DoW leadership inquiries regarding overseas healthcare delivery. Basic Qualifications
                        Education:
                        Bachelor's degree in Healthcare Administration, Public Health, Business Administration, Public Policy, Data Analytics, or a related field (Master's degree preferred).
                          Experience:
                          5+ years of progressive experience in healthcare program analysis, policy evaluation, or health data analytics.
                            Clearance:
                            Ability to obtain and maintain a required U.S. government Public Trust (Tier 2).
                              Citizenship:
                              U.S. Citizenship is required. Preferred Skills & Experience
                              • Deep understanding of the Military Health System (MHS), TRICARE policy and benefits, and the military medical culture.
                              • Prior experience working with the TRICARE Overseas Program or international healthcare delivery systems.
                              • Familiarity with military medical systems such as
                              MHS GENESIS.
                              • Strong proficiency in data analysis and visualization tools (e.g., Microsoft Excel, Tableau, Power BI).
                              • Exceptional written and verbal communication skills, with a proven ability to present complex data to executive stakeholders.
                              • Strong organizational skills and the ability to manage multiple priorities in a fast-paced, highly regulated environment. Work Environment
                              • Standard office environment with remote/hybrid flexibility.
                              • May require occasional travel, including international travel, to attend meetings with overseas stakeholders.

This is not a guarantee of compensation or salary, as the final offer amount may vary based on the above factors. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the Washington, DC/Aurora, CO area is $110,000 - $125,000.
