Job Description

TABC is currently seeking a Government Relations Specialist to join our team! This posting will close at 11pm on 05/08/2026. A Government Relations Specialist I performs complex legislative work, consultative services, and technical assistance for TABC staff, other government entities, the alcoholic beverage industry, and other external stakeholders to ensure compliance with laws and regulations and proper engagement with TABC's stakeholders. Work involves planning, developing, and implementing agency programs and engaging with internal and external stakeholders. May train others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. This position reports to TABC's Director of Public & Government Affairs. 30% Coordinates and participates in agency activities related to the Texas Legislature.
  • Schedules and attends meetings with legislative and executive branch officials and staff.
  • Participates in agency planning leading up to and following a legislative session.
  • Identifies, tracks, and analyzes legislation that impacts TABC; assigns legislation to TABC experts for analysis; reviews and summarizes expert analyses; and informs TABC executives of issues.
  • Monitors legislative committee activity, coordinates TABC's participation at hearings, prepares documents for TABC testimony at hearings, and attends hearings to register TABC's witnesses.
  • Develops and maintains a database to track legislative activities.

% Reviews inquiries from and coordinates responses to government officials, the alcoholic beverage industry, and other external stakeholders.
  • Works with agency subject matter experts to develop answers to stakeholder issues.
  • Drafts for written responses to stakeholders.
  • Develops and maintains a database of key external stakeholder contacts.
  • Develops and maintains a database to track communications with external stakeholders. 30% Coordinates TABC's participation in external events and meetings with governmental, alcoholic beverage industry, and other external stakeholders.
  • Organizes dates, locations, participants, topics, calendar invites, materials, and other logistics.
  • Prepares materials and talking points for events and meetings.
  • Takes notes during events and meetings and writes summaries upon their conclusion. 10% Provides administrative and technical assistance to the Director of Public & Government Affairs.
  • Informs the Director of Public & Government Affairs about all external inquiries, meetings, and events and obtains approval before moving forward on those items - unless otherwise directed.
  • Helps organize TABC's statewide messaging efforts with external stakeholders.
  • Assists in the planning and development of reports and publications.
  • Performs related work as assigned.
Education :
Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment.
AND Experience :
One year of experience performing legislative and consultative work related to the U.S. or Texas legislature.
Applicable Substitutions :
Experience and education may be substituted for one another on a year per year basis.
Preferred Qualifications :
Experience ensuring compliance with laws and agency rules. Knowledge Knowledge of the U.S. and Texas legislative process and state government administration. Knowledge of, or the ability to learn, Texas's budget appropriations process. Knowledge of, or the ability to learn, TABC's organizational structures, policies, procedures, and rules. Skills Skill in compiling, evaluating, and presenting legislative information. Skill in problem solving and negotiating Skill in policy analysis and research. Skill in analyzing data, identifying trends, and creating talking points. Skill in the use of a computer and applicable software. Skill in customer service. Abilities Ability to analyze issues, work under pressure, and meet close deadlines. Ability to evaluate documents for accuracy and completeness. Ability to compose clear, concise, and effective written and verbal communications. Ability to properly handle sensitive and confidential information. Ability to provide punctual and reliable work attendance.
REGISTRATION, CERTIFICATION OR LICENSURE
Possess a valid Texas driver license.
TRAVEL REQUIREMENT
20% This position functions in a standard office environment. Must be able to move around the office to access filing cabinets, office equipment and move up to 20 pounds. Must be able to communicate and exchange information via phone, computer, in person and via electronic media. Must be able to perform repetitive use of a keyboard at a workstation. Must be able to work with overlapping deadlines. This position is expected to work in the office but may be eligible for situational or hybrid teleworking upon completion of an initial probationary period. For teleworking, must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule, and be available for meetings and group collaboration via Microsoft Teams or other platforms/applications during regular business hours.

Supplemental Information:
The Texas Alcoholic Beverage Commission reserves the right to adjust compensation based upon legislative mandates in regard to TABC's and/or an employee's contribution to the Employees Retirement System. In compliance with Senate Bill 321, agencies that hire a person who has retired from the Employees Retirement System (ERS) or the Law Enforcement and Custodial Officers Supplemental Fund (LECOS) on or after September 1, 2009, are required to remit a surcharge each month the return-to-work retiree is employed. Candidates meeting these requirements will be offered a lower base salary to cover the surcharge. More than one position may be filled from this posting.
