By HEAL Utah 8/27/2026 Outreach and Community EngagementPublic Policy/Government Relations The Air Quality Policy Specialist collaborates with the Executive Director and other HEAL Utah staff in carrying out HEAL's policy development and adoption objectives. This position will lead policy work for specific campaigns related to clean air and climate, a core focus of HEAL Utah. Much of the work will focus on state-level decisions, but there is also the opportunity to work on local and federal issues. This position will also have a strong community-engaged translation and implementation component, ensuring that policies are reflective of and responsive to community needs and priorities. This role is critical to the sustainability and effectiveness of our small, collaborative organization and to our relevance within the larger community. We seek someone who is passionate, professional, organized, enthusiastic, and deeply knowledgeable in applied, strategic policy work. This opportunity allows a strong candidate to help set strategy, implement plans, see the outcomes of their success, and grow with the organization. The percentage of time spent in each area will vary widely and may shift depending on the time of year and campaign needs, but the Air Quality Policy Specialist's work will encompass the following key areas: Legislative Work with Executive Director (ED) and other policy staff to create and advance policy that support's HEAL mission throughout the year, with a focus on Utah State general legislative and interim sessions. Create effective policy strategy to actively move Utah forward within HEAL's key campaign areas, with particular focus in transportation and energy systems. Collaborate closely with community engagement and communications efforts to ensure effective public engagement on air quality issues. Research and help draft strategic and evidence-based environmental policy proposals. Build and implement campaigns on transportation, regional haze, and other air quality issues. Monitor filed bills for positive or regressive environmental policy proposals and strategize approaches for support or opposition. Develop working relationships with bipartisan members of the Utah State Legislature and work with them to advance HEAL's priority policy proposals. Educate community lobbyists and HEAL supporters on policy and empower them to take action via training, emails, social networking, and communications. Attend relevant legislative committee hearings and, when called for, prepare and give testimony and recruit others to do the same. Coordinate with allied organizations, businesses, and other key stakeholders to amplify messaging and leverage policy change. Educate and engage Utah residents in influencing state legislative policy-making and participating in the democratic process. Participate strategically in relevant federal policy issues when needed. Regulatory/Legal Educate key state boards and agencies, such as the Air Quality Board. Responsibilities include attending hearings, presenting testimony, submitting public comments, and having one-on-one meetings with policy-makers and regulators. Monitor and participate in important administrative developments at State agencies, regional forums, and municipal governments related to HEAL's issues and communicate them to HEAL's staff and supporters. Write public and technical comments as part of regulatory processes. Track the activities of HEAL's principal corporate and government targets, such as Rocky Mountain Power, UDOT, the oil/gas/coal/industry, as well as the Department of Environmental Quality, the Governor's Office of Energy Development, and others. Keep abreast of new developments, policy changes, staff changes, etc. Participate in updating HEAL's priorities as regulatory initiatives evolve. In consultation with outside legal experts, help to design legal strategy for HEAL's issues as needed. Research and Strategy Stay abreast of the most current laws, regulations, technology, and news pertaining to HEAL's campaign issues at the local, regional, state, and federal levels. Review and evaluate background information and synthesize findings on the politics and the best available science, technology, and economics affecting HEAL's primary campaign areas. Develop and write evidence-based policy stances and plan campaigns on relevant issues as they arise.

Coalitions, Partnerships:

Create and lead strategic coalitions to advance policy at the local, regional, state, and federal levels on HEAL issue areas. Represent HEAL and its policy positions in public-facing events. Outreach and Communications Work with Community Engagement and Communications staff to educate and train community lobbyists to advocate for HEAL Utah's priority initiatives at the Utah State Legislature, state regulatory bodies, and in local government processes. Draft and distill policy messages for use by Community Engagement and Communications staff. Thoughtfully communicate with and respond to HEAL members interested in issue areas. Plan and implement relevant community programs and events in collaboration with Community Engagement staff. Aid in the occasional staffing of general HEAL events and tabling. Work with HEAL's Communications staff to draft emails to supporters within primary campaign issues, from updates to action alerts, as well as text for website updates, fact sheets, and additional materials. Coordinate with the Communications staff on talking points and speaking during press events and media requests. Internal Capacity-Building Attend and play a supporting role at HEAL Utah's major fundraising events. Guide and mentor HEAL interns. As appropriate, draft email appeals or other campaign-specific fundraising materials. Work closely with Development staff to initiate and develop grant ideas, craft grant narratives, manage policy-related grant activities, and report grant results. Meet with major donors to review HEAL's activities when requested. Educate and mentor other staff on skills and subject-area expertise. Track and maintain metrics and evaluation frameworks to maintain accountability and track success across policy work Collaborate with other staff to create evidence-based policy positions. Required:

Passionate about advocating for evidence-based policies to protect public health and the environment and specifically about HEAL Utah's mission, campaigns, and strategies. Enthusiasm for and knowledge of climate and air quality solutions such as energy systems, transportation, and Bachelor's degree in science, social science, or law and at least 3 years related professional experience, or equivalent work experience. Quantitative analysis skills and ability to translate results for non-experts. Applied knowledge and working experience with the legislative and policy-making process, especially at the state level. Political savvy and strategic thinking within conservative political contexts. Proven ability to develop sound relationships with key decision-makers and stakeholders from across the political spectrum and from a variety of backgrounds. Ability to prioritize and complete multiple tasks, projects, and high-quality, well-researched deliverables on tight deadlines. Aptitude for leading, mentoring, collaborating with other staff, and coordinating activities across a team through clear internal communication. Excellent writing and oral communication skills, comfort in interfacing with media, and expertise in presenting public messaging. Skill in conducting credible research, parsing out inaccurate information, and presenting clear, factual, and nuanced messaging. Detail-oriented and strong organizational skills. Ability to think creatively, grow relationships with allies, and collaborate effectively with coalitions. Professionalism, accountability, independence, and initiative. Demonstrated commitment to centering the values of justice, diversity, equity, and inclusion in environmental advocacy work.

Preferred:

Master's degree or PhD in science, social or political science, economics, public health, or related fields, or JD; and 2+ years related professional experience, or equivalent work experience. Experience with Utah environmental laws and socio-political environment. Experience working in the Utah legislature (lobbying or otherwise). Applied policy expertise in air quality, energy systems, and regulatory frameworks. Knowledge and expertise in transportation systems and public and active transit. Applied experience working to advance policy with a community environmental justice lens.

Compensation The starting pay for the Air Quality Specialist position will be between $65,000 to $70,000 per year, depending on the skills, experience, and qualifications of a given candidate. HEAL offers an excellent starting benefits package, including four weeks of paid time off (a mix of holidays, sick/personal leave, and vacation), fully paid health and dental insurance for the employee, and 50% of premiums paid for domestic partners and dependents, and up to a 3% match of
