Job Summary:
We are currently seeking skilled and team-oriented applicants for the following position: Fiscal Analyst 2
  • Financial Aid Working independently under general direction, the primary responsibilities of this position are to: 1) monitor award amounts under the federal and private loan programs and resolve any award eligibility issues or award discrepancies, 2) originate federal loans through the Common Origination and Disbursement ( COD ) system and certify private loans through the Education Loan Management ( ELM ) system, 3) monitor cash positions in the Federal Direct Loan program accounts and insure that excess cash does not accrue, and 4) perform monthly and annual account reconciliations for the Federal Direct Loan programs and private loan accounts.
Duties require knowledge and experience specific to the university's various financial aid programs and the university's student information system (Banner). The position works closely with staff in General Accounting, Student Financial Services, IT, the U.S. Department of Education, banks, and loan servicing agencies. The incumbent exercises significant independent judgment in the origination and certification of loans and performance of reconciliation duties. The salary for this position is $54,204 (minimum) up to $62,868. Where the hired candidate will begin within this range is dependent on education, experience, and skills. Required Qualifications:
Bachelor's degree in accounting, finance, business administration, management information systems, computer technology, or related field. One year of experience in a business, financial, or higher education setting with an emphasis on accounting, student lending, management information systems, quality control, or data analysis and reporting.
Preferred Qualifications:
Experience with the Banner Financial Aid Management system. Experience with electronic file processing through the federal or state governments.

Job Duties:
FEDERAL DIRECT LOANS
  • ORIGINATION, AUDITING, CORRECTIONS Serve as the office liaison with the U.
S. Department of Education and the Federal Direct Loan servicers. Originate Direct Loan applications, following the regulations/requirements for each federal loan program. Research problem situations and devise solutions. Monitor and ensure that the Loan Adjustment Process (LAP) is functioning effectively. Develop and monitor audit reports to ensure the accuracy of all loan awards and make changes when awards are outside of eligibility parameters or have been made in error. Monitor aggregate loan amounts and make adjustments as necessary. Work with the Student Financial Services Office to insure the timely and efficient disbursement of loan funds to students and the return of loan funds to the federal government. This function is critical for maintaining University cash flow. Input data from Parent Loan Request forms (PLRs) into Banner. Read and interpret complex regulations, guidelines, and changes in the Direct Loan programs. Read and adjust for changes to the Federal Common Origination and Disbursement system (COD). Prepare loan reports for the Director and Associate Director. Maintain a quality service attitude with respect to all loan and accounting functions.

  • CERTIFICATION, AUDITING, RECONCILIATION Develop and maintain procedures for certifying, tracking and monitoring all private loan certifications.
Certify all private loans via the ELM system and award the loans on Banner. Serve as liaison between private lenders, the ELM system, and EWU Student Financial Services in the disbursement of loan proceeds. Work with the Student Financial Services Office and General Accounting on a quarterly and annual basis to reconcile the private loan accounts. Ensure that all transactions are correct according to eligibility requirements and that loan funds are received and disbursed as appropriate. Identify and resolve any discrepancies. Maintain information on private lenders. Maintain updated procedures.

DIRECT LOAN RECONCILIATION
Perform monthly and annual account reconciliations for the Federal Direct Loan Programs by analyzing and comparing awards and balances between the EWU Banner system, the federal Common Origination and Disbursement System, and the federal G5 cash management system. Monitor cash flow in-and-out of the federal loan accounts to insure that the University is adhering to federal cash management requirements and not accruing excess cash

DATALOAD AND TRACKING
Work with the Associate Director on the weekly FAFSA data load and audit all incoming financial transactions and changes. Make changes and adjustments to individual student records as needed in accordance with established policies and procedures. Maintain policies and procedures related to the data load process, including new tracking requirements and associated messages.

SUBMISSION
Submit Banner jobs via Banner INB according to the daily financial aid schedule developed in consultation with the Associate Director and Technical Analyst. Develop and review reports which require manual processing steps prior to the completion of electronic processes. Submit Banner jobs using the AppManager (UC4) application where appropriate. Monitor the daily schedule of AppManager runs to ensure quality control. Monitor Banner and AppManager job submission scheduling and document job submission statistics. Consult with the Technical Analyst and Associate Director on anomalies and recommend corrective procedures. Report job completion, stats and location of output files related to Banner jobs to the appropriate staff.

CORRECTIONS BACKUP
Provide backup support for the ISIR corrections process from the federal processor. Ensure that all necessary ISIR corrections are made and appropriate signatures are obtained. Print and review duplicate ISIRs when necessary. Monitor and process Banner reports and reports related to ISIR's.

MANAGEMENT
Develop and recommend processes for monitoring student debt levels, including warning reports to flag students whose debt levels are excessive. Identify categories of students with large borrowing needs (ex.
  • Physical Therapy, Occupational Therapy, Social Work, etc.
) Develop debt management workshops, presentations, and student-specific output. Conduct financial aid and debt management workshops for specific groups of students. Assist with the implementation of the College Cost Meter project to notify students regarding their current debt levels.
