GENERAL DESCRIPTION
The Senior Budget Analyst (AWEC FIBD11) worker will assist in the redeployment of ARPA Dollars before the expenditure deadline date, identifying ARPA Funds available for redeployment, provide value in ARPA Priority meetings, completing and reviewing sub-recipient risk assessments and mitigation, and additionally assist with duties, tasks, and responsibilities under the Grants Management Office. Grants Management Office duties will include assisting in the development of a dashboard, reviewing/screening/researching/verifying information collected within the current Technical Assistance Tracking System, responding to emails, and assisting both the Administrator and Deputy Administrator of the Grants Management Office with Regional Grant Training preparation and work. This position will also assist in the preparation of the June 2026 Funding Summit. This will provide additional relief to the State Budget Department duties that report to the United States Treasury on both the ARPA-SLFRF and Capital Project Funds (CPF) programs, duties include: assisting in the review, compilation, and indexing ofARPA/CPF
Projects in a central repository for Program Close Out. This position will also assist and support other Senior Budget Analysts and their duties while the State Budget Department prepares the 26-27 Supplemental Budget, and other duties as assigned.Human Resource Contact:

The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level. Use budgeting techniques and policies to review department budget requests to ensure financial accuracy amongst various state programs in areas such as leasing (0500 series), IT & telecommunications billings (0400 series), indirect cost recovery calculations (0300 series), and salary & benefits (0100 series). Analyze standard budget data to determine the costs and benefits of various programs and recommend standard budget funding based on findings. Budget analysts may also recommend program spending cuts or redistributing extra funds. Research department supplemental or biennial budget requests and develop written and/or verbal recommendations that become the basis of the Governor's budget that is presented to the State Legislature each session. Attend and participate in both hearings and meetings with state legislative committees or individual legislators and legislative fiscal staff. Analyze, monitor, and track state legislative actions for fiscal and programmatic impacts; consult legislators, department directors and/or their staff. Utilizing the Internet Budget Analysis and Reporting System (IBARS), prepares narrative, graphical, and statistical reports for supplemental or biennial budgets containing budget recommendations and fiscal solutions for use by the Governor, Legislature, and state agencies. Analyze proposed legislation to determine funding impact on department programs and legislative budget directives and establish policies for carrying out directives. Examines, analyzes, and consolidates agency and institutional budget requests. Review and monitor assigned department revenues and related federal financial tracking and monitoring using computer software to develop and maintain databases and spreadsheets, and prepare correspondence and other written materials. Prepare and deliver written and oral reports to agencies, boards, and commissions, and make recommendations to assist with the development of actions to identify and correct the problems. Prepare and deliver budget preparation guidance to agencies, boards, and commissions based on the Governor's or Federal supplemental financial guidance. Answer follow-up technical questions from agency directors and their staff, as necessary. Provide training to other agency staff regarding budget requirements, to include statutes, IBARS, and the general budget. Coordinate data management tasks. establishing procedures to ensure access to and regular collection of required data Assist with tracking grant budgets Disbursements of expenditures Other duties as assignedPREFERENCES
Bachelor's Degree (typically in Finance)KNOWLEDGE
Knowledge of the structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. Knowledge of Wyoming Online Accounting System (WOLFS), Google E-mail, Grow Your Own Ill System, IBARS Budgeting System, B-11 Database, Excel, Word, and ESS payroll system. Knowledge of economic and accounting principles and practices and the analysis and reporting of financial data. Knowledge of arithmetic, algebra, statistics, and their applications. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources. Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.
