The Prince George's County Government Office of Homeland Security is seeking qualified applicants to fill an Investigator 2G position, grade G21 , within its Office of the Director . This position is limited term grant funded (LTGF). Positions designated as limited-term grant-funded are temporary in nature and the employment period is contingent upon the grant's continued funding availability. This position does offer benefits.

Position:

This position performs professional-level administrative, supervisory and investigative work requiring independent judgement, advanced investigative expertise, and strategic oversight in support of County-wide goals and objectives. This position synthesizes and evaluates intelligence and operational information exchanges among critical infrastructure owners and operators, local governments, and partnering agencies. This incumbent will also be responsible for the lead role of assessing and interpreting complex critical infrastructure systems, identifying systemic vulnerabilities, and developing comprehensive risk and threat assessments to strengthen the County's resilience continuity. Work is performed extensively with the public, property/business owners, County agencies, and senior government officials. The incumbent is authorized to provide strategic recommendations, operational guidance, and investigative oversight to support informed decision making, regulatory compliance and protection of essential services and assets. This position reports directly to the Director, Office of Homeland Security. This is an essential Public Safey Position. About the Agency The Office of Homeland Security (OHS) was developed as a result of legislation passed in 2003. This new agency incorporated critical emergency response entities that were previously part of other agencies. Public Safety Communications (PSC), which included all County 9-1-1, emergency dispatch and radio system support, had been part of the Office of Information Technology and Communications (OITC). The Emergency Management Division (EM) was within the Fire/EMS Department. EM and PSC were combined under the leadership of the Deputy Chief Administrative Officer for Public Safety/Director of Homeland Security, forming the Office of Homeland Security. The legislation and resulting changes to the Charter, spelled out the separate and distinct missions assigned to EM and PSC. Assist with identifying vulnerabilities, threats, and overall risks originating from physical terrorist(s), and criminal attacks that could impact Prince George's County. Prepare and assist with written intelligence reports on extremist groups, homeland security incidents, and related critical infrastructure sites Assist with risk reduction strategies, guidance, and direction to critical infrastructure stakeholders to strengthen vulnerabilities at critical sites. Assist with overseeing data entry within the Infrastructure Protection Gateway and Protected Critical Infrastructure Information (PCII) databases. Prepare documents, reports, and briefings on behalf of the Office of Homeland Security as assigned. Supports the Office of Homeland Security/Emergency Management/Emergency Operations Center activities to ensure timely, accurate, and actionable situational awareness. Prepare training sessions, workshops, and tabletop exercises for Prince George's County agencies, public and private sectors owners, and County Government partners to enhance preparedness, risk awareness and response capabilities. Maintain and assist with managing a comprehensive database of internal and external threats affecting Prince George's County and surrounding jurisdiction(s). Conducts target outreach to priority and high-risk organizations and facilities. Attend meeting with public, private, and first responders as needed. Minimum Qualifications Candidates must meet all minimum qualifications listed below to be eligible for additional consideration: Bachelor's Degree in programs involving investigative and social relations skills such as criminology, criminal justice, law enforcement, business or public administration, one of the social sciences or related fields At least one (1) year of investigative experience and training conducting security surveys and/or vulnerability assessments of high-priority facilities and conducting internal investigations, or related expeience which has provided this required knowledge, skills and abilities to perform at the Investigator II level. Possess and maintain a valid driver's license. An equivalent combination of education and experience which provides the required knowledges, skills and abilities may be considered.

Preferred Qualifications :

Prior law enforcement experience. Knowledge of applying investigative practices and demonstrated ability to apply effective inter-personal and community engagement skills. Demonstrated experience conducting internal investigations, while establishing and maintaining collaborative partnerships with the public, business owners, government organizations and private sector entities. Applied experience in developing and delivering intelligence-informed security and resilience training on building safety, threat/risk assessments briefings, and protective measures. Proficiency using modern office equipment, computers and applications, including Microsoft Word, Excel, PowerPoint, as well as other software applications for presentations and reporting. Excellent public speaking and presentation skills. Ability to work effectively under pressure, particular during emergencies or high-profile events.
