This position is responsible for the technical and managerial aspects of the Alaska Native Claims Settlement Act (ANCSA) land conveyance, resource use and inventory programs of Chugach Alaska Corporation (CAC) and the development of the corporation's natural resources, for positive financial return.ESSENTIAL DUTIES
Provides work planning and direction, guidance, training and counseling to assigned employees. Ensures that land use and resource development activities are carried in accordance with company policies, best management practices and pertinent state and federal regulations. Coordinates land planning, surveying and use permits with the Corporation's other resource development activities. Supervises permittees, contractors and lessees' activities to ensure compliance with governmental agency statutes and regulations. Coordinates on-the-ground administration of the Corporation's existing resource development contracts. Acts as liaison with adjoining landowners to remain aware of activities that may impact land interests, and as necessary to ensure smooth execution of contractual obligations. Develops and implements strategies to avoid and mitigate trespass problems. Locates and maintains visible property boundary markers and performs property surveys. Assists in the development of the corporate long-term land use plan. Maintains Geographic Information System land base inventory, records, and title system. Recommends to immediate supervisor the approval of purchase orders for equipment, supplies and materials. Maintains natural resource inventory. Processes permit, lease, access and easement requests from third parties, and prepares monthly land use and revenue summary report. Plans resource development and field layout improvements. Prepares monthly cutting reports and depletion maps. Analyzes and provides written comments on proposed governmental actions and regulations that affect the Corporation. Other related duties as assigned.WORK CONDITIONS
Most job functions are typically performed in an office setting. Some of the essential job functions are performed outside in remote settings in rugged brushy terrain with health and safety hazards including bears, biting insects, construction and logging machinery, inclement weather and hypothermia risk. Such conditions require a fitness level to enable employee to safely perform duties.JOB REQUIREMENTS
Mandatory Bachelor of Science degree in forestry, forest engineering, geology, mining engineering, petroleum engineering, natural resource management, or related field. Five years field and managerial experience in property, right-of-way and land management, forestry or other natural resource management and development. Working knowledge of land ownership, title and conveyance processes, and governmental permitting process. Working knowledge of engineering and land surveying principles and practices. Working knowledge of Geographic Information Systems (GIS) and Environmental Systems Research Institute (ESRI) software. Adheres to established CAC safety policies and good industrial and office safety practice. Complies with CAC Standard Operating Procedures and Personnel Policies and Procedures. Works closely and harmoniously with other employees to achieve good working relationships. Preferred Knowledge of the ANCSA process and issues. Knowledge of timber, oil & gas and hard-rock mineral industries. Familiarity with personal computer systems and software applications. Preference shall be given to eligible and qualified Chugach shareholders, spouses and descendants, and shareholders of other Alaska Native Corporations.
