The Municipal Planner will support the planning and land-use decision-making processes for the city/county by applying technical expertise in zoning, environmental review, and GIS. The role is responsible for evaluating development proposals, preparing environmental and planning documents, advising on zoning regulations and policy, and coordinating with internal departments and external stakeholders to ensure projects comply with local, state, and federal requirements. The Municipal Planner advances sustainable, equitable, and practical land use outcomes while balancing community needs and regulatory obligations. Key Responsibilities Review development proposals, zoning applications, and permit requests for compliance with local zoning codes, ordinances, and land use policies.
Prepare, review, and manage environmental documents under CEQA and NEPA, including Initial Studies, Environmental Assessments, and Environmental Impact Reports/Statements as required.
Use Geographic Information Systems (GIS) to analyze spatial data, create maps, support site analysis, and inform planning decisions and public reports.
Coordinate project review and consultation with internal departments (public works, building, fire, utilities) and external agencies (regional boards, Corps of Engineers) to identify and resolve technical issues and permit requirements.
Conduct site analyses, feasibility studies, and land use assessments to evaluate constraints, opportunities, and potential impacts of proposed developments.
Facilitate public outreach and community engagement activities, including public meetings, workshops, and hearings, and prepare clear written and visual materials for diverse audiences.
Draft staff reports, zoning findings, policy recommendations, conditions of approval, and permit documentation for hearings and decision-makers.
Track regulatory changes and support policy development and updates to zoning ordinances, design standards, and comprehensive plans.
Assist in project management tasks, including preparing timelines, coordinating consultants, tracking milestones, and managing budgets for planning studies and capital projects. Qualifications Bachelors degree in Urban Planning, Regional Planning, Environmental Science, Geography, or related field; Masters degree in Planning or a closely related discipline preferred.
Minimum 3 years of professional planning experience in municipal or regional government, consulting, or equivalent, with demonstrated knowledge of zoning regulations and land-use practice.
Demonstrated experience preparing CEQA and NEPA documents or working on environmental review processes for development projects.
Proficiency in Geographic Information Systems (GIS) for mapping, spatial analysis, and data visualization (ArcGIS preferred).
Strong written and oral communication skills, with experience preparing technical reports, staff reports, and public presentation materials.
Experience conducting site analyses and applying land use and environmental regulations to project review and decision-making.
Ability to manage multiple projects, coordinate stakeholders, and meet deadlines; experience in project management or coordinating consultant teams.
Preferred:
experience with Environmental Impact Assessment, broader Land Use Planning, Transportation Planning, Community Engagement, Site Analysis, and Policy Development.
Preferred:
familiarity with Army Corps of Engineers permitting processes and California Regional Water Quality Control Board (RWQCB) requirements.
Valid drivers license and ability to attend field visits and public meetings during daytime and occasional evenings.
