Job Description

Performs entry to journey-level professional planning work in assigned current and/or long-range planning projects, public communication, in enforcement and interpretation of ordinances, and use of various GIS and other technology depicting planning options and existing situations. An employee in this class performs responsible entry to journey level planning work as assigned in a variety of projects for current planning efforts. Employees usually specialize in current planning but may have joint long-range assignments as needed to support departmental work. Employees research needed procedures, update files, document work, attend a variety of scheduled and special meetings and work with citizens, contractors, developers and engineers on development issues and concerns. The position also includes creating graphics, maintaining official maps, creating specialized maps using GIS and other technology, and updating GIS layers. Other current planning-oriented work includes tasks such as conducting detailed plan review of assigned projects for compliance with various development policies and ordinances, fielding inquiries about development and providing staff support to Planning Board, Board of Adjustment, and public input meetings. Work involves considerable research, public contact often in sensitive or emotional issues requiring judgment, firmness, and tact. The role also includes developing a favorable relationship between the Town and the community. Work is evaluated through conferences, review of work results obtained, and overall acceptance of the programs by the Town's citizens. Uses GIS technology to create maps and graphics; creates or updates assigned layers; updates and maintains departmental webpages and related maps, drawings, and databases; and creates specialized maps. Assists the public, developers, engineers, contractors, other departments, and others with information, processes, technical guidance, and other customer service needs. Provides meeting documentation and notes at staff meetings, coordinates meeting scheduling and pre-meeting data collection. Reviews proposed and existing uses for ordinance compliance. Performs other related duties as assigned. Considerable knowledge of the Town's zoning, land use, and other ordinances and codes. Considerable knowledge of the principles and practices of community and economic development and public sector planning. Working knowledge of governmental laws, programs, and services pertinent to the community and economic development and planning processes. Working knowledge of the environmental and socio-economic implications of the planning process. Skilled in the use and manipulation of GIS technology collection, analysis, and presentation of technical data and planning recommendations. Skilled in conflict resolution, meeting facilitation, and public presentations. Ability to establish and maintain effective working relationships with community groups, citizens, developers, property owners, federal, state, regional, Town officials, and the public. Ability to enforce codes with firmness and tact. Ability to prepare comprehensive reports and studies. Ability to express ideas effectively in oral and written forms. Physical Requirements Must be able to physically perform the basic life operational functions of crouching, reaching, standing, walking, fingering, grasping, talking, hearing, and repetitive motions. Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or 10 pounds of force frequently, and/or a negligible amount of force constantly to lift carry, push, pull, or otherwise move objects. Must possess the visual acuity to examine and work with maps, charts, and detailed materials, operate a computer, inspect sites regarding planning issues, and do extensive reading. Desired Education and Experience Graduation from a college or university with a degree in urban or regional planning, geography, landscape architecture, or closely related field and professional experience in public sector planning; or an equivalent combination of education and experience. Special requirement Valid NC Driver's License Additional Information The starting salary will be determined based on the selected candidate's skills and qualifications.
