Job Description
Key responsibilities may include:
supporting strategic planning efforts, conducting special statewide and regional studies, conducting technical research projects, assisting staff with the creation of planning and project development best practices, assisting transit agencies and planning organizations on managing projects in the statewide transportation improvement program (STIP) and providing assistance with state and federal funding processes. This position will also assist division staff with programs such as Transportation Demand Management, Safe Routes to School, and Intercity Bus. This position may also be asked to assist with research, policy implementation, and related tasks; ensure the Division is meeting federal and state programmatic requirements; ensure the Division is on target to meet other metrics identified by the Division; provide guidance to other business units in NCDOT, present information to transit agencies and planning organizations. This employee works under the supervision of the Statewide Planning and Programming Manager in the Planning and Programming Section. The Integrated Mobility Division's Planning and Programming Branch (which includes the Statewide Planning and Programming Section and the Regional Planning Section) is responsible for multimodal, bicycle, pedestrian and transit-related planning activities and federal and state grant review and administration. This includes administering and developing transportation plans; monitoring and evaluation of public transportation planning programs; developing program policies and procedures; administering studies and developing new transportation programs to meet citizen's needs and establishing strategies to address identified needs; understanding of transit funding programs; providing technical guidance to other NCDOT units and local governments; participating in planning and project activities and funding programs in all urban and regional /consolidated areas; serving on regional planning bodies (MPOs/RPOs and similar); coordinating with other state agencies and local partners to promote transportation-related economic development; developing and implementing bicycle, pedestrian and transit safety programs; collecting and summarizing data and information; and mapping and evaluating geographic networks of bicycle, pedestrian and facilities, services and routes.Knowledge Skills and Abilities/Management Preferences Salary Grade and Salary Range:
NC11 $45,431 - $79,504 Management prefers applicants with the following: Knowledge of multimodal, bicycle, pedestrian and transit planning principles, techniques, and procedures and their interrelationship Knowledge and understanding of Federal and State laws, guidelines and funding programs related to multimodal, bicycle, pedestrian and public transportation infrastructure and systems Demonstrated ability to manage multiple planning and research projects and studies Demonstrated ability to communicate effectively in written and oral formats and establish and maintain effective working relationships with a range of state, federal and/or local officials Minimum Education and Experience Some state job postings say you can qualify by an "equivalent combination of education and experience."
