Job Description

Incumbent serves as an Employment and Training Advisor responsible for ensuring individual development, self-sufficiency, and competitiveness of labor force.
DUTIES:
Serve as local WorkOne Employment & Training Advisor, working with Workforce Investment and Opportunity Act (WIOA), staff, and WorkOne partners in each targeted office. In addition to working with WIOA participants also provides a variety of services for clientele regarding education, employment, and life-support, including referrals, counseling sessions, and follow-up sessions. Ensures compliance with federal, state, and agency rules and regulations. Ensures agency and individual performance standards are met and/or exceeded. Coordinate and facilitate (group or individual) meetings, orientations, and assessments; Conduct (group or individual) training sessions; Help develop Individual Reemployment Plans (IRP); Interview and assess customer's individual needs to determine appropriate path for Workflow; job-to-job (basic), job-to-job (intensive); or job-to-training-to-job; including ascertaining the need for additional assessment (TABE Survey) for possible referral to Adult Basic Education (ABE) classes or other partner agencies. Inform and promote the services available through WorkOne and their service partners; Record and process all pertinent data related to various grants in ICC, Excel or Word documents and any other designated reports as appropriate; Performs job duties of an ETA such as: Conducts initial needs assessment with clients to identify skills, aptitude, interests, and supportive service needs. Prepares various forms of testing/assessment for clients, including selecting appropriate testing/assessment tools, proctoring tests, and interpreting results for each client. Develops Individual Employment Plan for each client, establishing client's career goals, program services, training, and activities. Makes modifications as needed. Collects, organizes, and analyzes information obtained through records, tests, interviews, and professional sources. Maintains proper documentation of clients' information, activities, and case notes entered into data information system, ensuring compliance and performance. Provides follow-up services to evaluate client's progress and program effectiveness, and inquires about clients' employment longevity after placement in a position. Develops and facilitates regular job search workshops for clients, including providing information on resumes, job search, interviewing, and networking. Assists clients with writing and revision of job search paperwork, including employment applications, cover letters, resumes, reference letters, thank you letters. Provides practice interviews and networking tips. Assists clients in locating positions of employment in community, including obtaining job listings and employment ads and notifying clients. Assists co-workers in choosing appropriate enrollments, plans, and referrals for clients. Maintains communication with and refers individuals to other social service agencies. Maintains strong and positive presence in community in order to promote recruitment and employment of clients. Develops and presents current job search information to instructors of group and individual sessions. Prepares formal presentations on JobWorks, Inc. services and presents information to customers, prospective employers, educational institutions, and other community organizations. Oversees and maintains files and computer databases ensuring proper documentation are available to support program eligibility, gateway activities, and services received. Assists clients in utilizing computers, including Internet, career software programs, and printer. Maintains current on occupational, educational, and economic information to assist individuals in deriving vocational and educational objectives. Maintains knowledge of other community agencies and programs and training offered. Assists in development, implementation, evaluation, and revisions of Dislocated Worker program to meet clientele needs May occasionally assist with special projects, including, but not limited to, outreach programs, youth internships, and corrections project. May occasionally assist with arranging classroom furniture, office equipment, and heavy objects. Prepares monthly report, documenting accomplishments. Attends Operations staff meetings, submits required reports, interprets program information, and makes policy and procedural recommendations. Serves on Rapid Response Team and attends meetings, providing services to companies which are eliminating workforce. Performs related duties as assigned.I . JOB REQUIREMENTS
: Baccalaureate Degree in Sociology, Psychology, Human Resources or related field and/or equivalent experience required. Core knowledge of the TABE survey, Indiana Career Explore and Indiana Career Connect tools. Three (3) years full-time professional experience in business administration, human resources administration, public administration, public relations, social services, workforce development, vocational counseling, psychological testing, state or federal employment service program or related experience. Agency may require only possession of an honorable discharge from the United States Armed Forces for Veteran Specialist positions. Priority consideration will be given as follows per Public Law 96-466: 1) Disabled Vietnam-era Veterans (8-5-64 / 5-7-74), 2) Other Disabled Veterans, 3) Other Veterans. Proof of honorable discharge must accompany application.Substitution:
Accredited college training may substitute for the required experience on a year for year basis, except for the possession of an honorable discharge. Ability to meet all hiring requirements, including background check and drug screen. Working knowledge of standard office procedure and ability to apply such knowledge to a variety of interrelated processes, tasks and operations. Ability to operate standard office equipment, including computer, printer, copier, etc. Ability to effectively communicate orally and in writing. Ability to provide public access to or maintain confidentially of department information and records. Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons. Ability to work alone with minimum supervision and well with others. Ability to work rapidly for long periods and multi-task. Ability to compile, analyze and evaluate data, make determinations and present findings in oral or written form. Some travel, as requiredII. DIFFICULTY OF WORK
: Incumbent performs a broad range of duties involving complex and complicated considerations and problems. Incumbent operates within very general guidelines and rules which require adaptation to address specific cases and circumstances.III. RESPONSIBILITY
Candidate is responsible for proper completion of assigned tasks, with desired results clearly specified. Candidate exercises independent judgment in a variety of situations and circumstances, using departmental policies for guidance. Unusual situations or problems with irate clients are discussed with the supervisor. Frequently, decisions are made which are restricted only by organization-wide policies. Work is reviewed primarily for attainment of objectives, adherence to instructions/guidelines, and technical accuracy. Candidate maintains frequent contact with co-workers, other community organizations, educational institutions, various employers, training providers, clients, and the public for purposes of exchanging/information and rendering service and instruction. Candidate will be part of the WorkOne Team and will work cooperatively with all partners.IV. PERSONAL WORK RELATIONSHIPS
Incumbent maintains frequent contact with co-workers, other JobWorks departments, various community organizations, social service agencies, educational institutions, various employers, clients, and the public, for purposes of exchanging/information, explaining/interpreting policies, and providing instruction to others. Incumbent reports directly to the Regional Program Manager.V. PHYSICAL EFFORT AND WORK ENVIRONMENT
Incumbent performs duties in a standard office environment, involving sitting and walking at will, sitting/standing/walking for long periods, keyboarding, close and far vision, hearing sounds/communication, and speaking clearly. Incumbent occasionally works extended hours, evenings, weekends, and travels out of town for meetings and workshops.Job Type:
