Provide professional development, instructional coaching, and technical assistance to support district and campus leaders in designing, implementing, and strengthening systems that ensure emergent bilingual students receive high-quality, linguistically appropriate instruction and services. Support the integration of bilingual, ESL, and related programs within an aligned MTSS framework to improve student outcomes.Qualifications:
Education Master's degree Certification Texas Teacher Certificate with ESL and/or Bilingual certification Experience Five years of teaching experience serving emergent bilingual students (bilingual, ESL, or dual language settings) Three years of experience in leadership roles supporting bilingual/ESL programs or multilingual education Experience developing and delivering professional development for educators and/or leaders Experience supporting program implementation, compliance, and instructional improvement related to emergent bilingual students Special Knowledge and Skills Deep knowledge of bilingual and ESL program models, including dual language and content-based ESL Expertise in English Language Proficiency Standards (ELPS), instructional strategies, and language acquisition best practices Knowledge of TELPAS administration, calibration, data analysis, and instructional implications Knowledge of LPAC processes, identification, placement, and compliance requirements Understanding of ELD scheduling and structures that support language development across content areas Ability to analyze program effectiveness and align services within an MTSS framework Strong facilitation, coaching, and communication skills with diverse stakeholders Exemplary written and oral communication skillsMajor Responsibilities:
Develop, present, and facilitate professional development focused on effective instructional practices and systems for emergent bilingual students. Provide coaching and technical assistance to district and campus leaders on bilingual/ESL program implementation, including ELD scheduling, service delivery models, and instructional practices. Support districts in designing and strengthening systems for identification, placement, and monitoring of emergent bilingual students, including LPAC processes. Assist districts in analyzing TELPAS and other student performance data to inform instructional planning and program improvement. Develop tools, resources, and guidance documents to support high-quality instruction and program implementation for emergent bilingual students. Partner with districts to align bilingual/ESL services within broader MTSS and integrated student support systems. Assist with planning and implementation of ongoing needs assessment and services for Region 4 customer districts related to emergent bilingual services. Collaborate with internal teams to support integrated services across special education, MTSS, advanced academics, and other programs. Participate in state and regional initiatives related to emergent bilingual education and stay current on policy, research, and best practices. Provide technical assistance and services as specified by any applicable federal or state programs that support emergent bilingual students.
