POSITION
:DRUG & ALCOHOL CASE MANAGEMENT SPECIALIST I
Full-Time (80 hours per pay)DEPARTMENT

This is professional work in the field of drug and alcohol responsible for providing a full range of service coordination services to a specified caseload including screening, intake and assessing individual needs, determining level of care required, coordinating treatment services, developing and implementing a comprehensive service plan and monitoring progress to assure that drug and alcohol individuals receive continuum of care and appropriate services and to ensure that all services are provided within applicable federal, state and local guidelines.SUPERVISION EXERCISED
Answers questions, provides feedback and offers guidance to Service Coordinators. No formal supervision exercised.SUPERVISION RECEIVED
Receives occasional instruction and some supervision from Supervisor in regard to daily work duties.ESSENTIAL FUNCTIONS OF THE JOB 1.
Participates in staffings and ensures that all assessed clients are staffed. 2. Answers questions, provides feedback and offers guidance to Service Coordinators, within the substance abuse as well as the PIC unit. 3. Responds to calls regarding drug and alcohol services and assessment procedures. 4. Completes screening and intake forms in order to determine need for assessment services and priority for services. 5. Attends court hearings, Gagnon hearings, sentence court, and problem-solving court to give information/feedback regarding recommended treatment as needed. 6. Performs assessment using professionally determined instruments of ASAM, a bio-psycho-social and any other required documents in order to determine level of care. 7. Determines appropriate funding arrangements that includes review of client's income, third party benefits and client eligibility for referral to funding sources/agencies and recommends services for alcohol and other drug clients. 8. Orients individuals to the program, policy, procedures and treatment process. 9. Coordinates and provides access to available alcohol and other drug and ancillary services, such as housing, child care, medical and financial services when the need is identified. 10. Conducts individual follow-up at required intervals and monitors individual treatment progress and/or performs utilization review activity. 11. Prepares written reports and maintains individual records. 12. Serves as an advocate for individuals. 13. Attends meetings to coordinate services, provides education/information about substance abuse trends and services. 14. Completes assessments and provides service coordination and referral at the county jail, schools, treatment centers and other facilities as identified. 15. Utilizes computer daily (Celerity and WITS programs as well as Word and Excel software) and other office equipment frequently to carry out essential job duties. 16. Bills individual's insurance for eligible activities. Adheres to all regulations and guidelines pertaining to billing.QUALIFICATIONS
(State mandated) One year as a Drug and Alcohol Case Management Specialist Trainee; or a bachelor's degree in chemical dependency, sociology, social welfare, psychology, nursing or a related field and one year direct service experience performing counseling or case management work in alcohol or other drug treatment setting; or a bachelor's degree which includes or is supplemented by successful completion of 18 college credits in sociology, social welfare, psychology, criminal justice or other related social sciences and one year direct service experience performing counseling or case management work in alcohol or other drug treatment setting; or an equivalent combination of experience and training.Clearances:
- Must work in conjunction with employer to apply for Act 34 PA State Police Criminal History, Act 151 PA Child Abuse and FBI clearances prior to employment. Clearances currently possessed that are less than 4 years old will be accepted until new clearances are available. All clearances must reflect acceptable results.
- Must not appear on Preclusion Lists as defined by "Pennsylvania's Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs."
- Must successfully complete pre-employment drug screening.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED 1.
Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties. 2. Must possess effective communication and interpersonal skills. 3. Must possess initiative and problem-solving skills. 4. Must possess ability to function independently, have flexibility and the ability to work effectively with individuals, co-workers and others. 5. Must possess ability to maintain confidentiality in regard to individual information and records. 6. Must possess the ability to make independent decisions when circumstances warrant such action. 7. Must possess the technical knowledge of operating personal computers and other office equipment. 8. Must possess a valid Pennsylvania Driver's License and daily access to reliable transportation. Travel will be throughout the county to complete assessments, monitor conditions, and provide interventions in individual homes within the county. 9. Must understand and comply with all mandatory reporting requirements of Older Adult Services and CYS. 10. Must possess of the principles and practices used in social service work, and the ability to apply those principles and practices within the scope of the position. 11. Must possess knowledge of social, economic and health problems and resources and be able to interact effectively with said resources on the individual's behalf. 12. Must possess the ability to conduct thorough, complete assessments using prescribed instruments and to determine the most appropriate, least restrictive level of care needed. 13. Must possess ability to plan and organize work and prepare adequate records and reports. 14. Must possess ability to practice organizational and stress management skills and to practice use of good judgment. 15. Must possess the ability to deliver and evaluate appropriate services to individuals and to monitor the effectiveness of such services. 16. Must possess some technical knowledge of operating personal computers and related software, or ability to learn and operate with reasonable accuracy and speed. 17. Must possess ability to interpret regulations, policies and procedures, and apply them accordingly. 18. Must possess the ability to work with persons who have physical, mental, or emotional disabilities, who are economically disadvantaged and may be involved in the court system and advocate on their behalf. 19. Must be able to interact effectively with internal agency staff, state department staff, counselors, provider agencies, attorneys, and court. 20. Must possess knowledge of drug/alcohol addiction as a disease and methods for treatment. 21. Must possess ability to understand and interpret laws, regulations, and policies in regard to substance abuse programs and servicesHOW TO APPLY
