Job Description
POSITION DESCRIPTION
The Foster Care Case Manager Supervisor oversees a team of case managers to ensure compliance with state regulations, auditing requirements, and child safety protocols, auditing regulations, and child safety protocols. The FC Case Manager Supervisor supervises the treatment planning, and all issues relevant to the casework provided by staff to children in foster care. This supervision and guidance may include suggestions for techniques to utilize with families and children, and in general, providing support to case workers as they encounter challenging emotional material in their work with children, their families, and foster and relative caregivers. The FC Case Manager Supervisor is responsible for ensuring that workers are completing and submitting the required case management documents. The FC Case Manager Supervisor attends and assists in staff meetings and maintains positive communication with other agencies and courts. The FC Case Manager Supervisor is available and able to step in and assist caseworkers in managing and addressing concerns, complaints, or issues with clients or service providers served by the agency. The Supervisor directly supports foster parent recruitment and certification and home inspection and approval.REQUIREMENTS & QUALIFICATIONS
A master's degree in social work, Psychology, or a related behavioral health services field 3+ years of direct foster care or child welfare case management experience, with demonstrated leadership or supervisory experience Strong understanding of trauma-informed care, kinship placements, juvenile court procedures, and Tennessee state-specific child welfare policies In-depth knowledge of the foster care caseworker position Flexible, proactive, organized, efficient, timely, extremely ethical, and conscientious Experience managing technological systems and database systems Must Possess a valid Tennessee driver's license Statement of sound physical health from a licensed physician, and tuberculin skin test Fingerprint clearance from the Department of Justice Experience working directly with resource parents in a foster family agency Excellent public relations and communication skills; must have an outgoing personality and be self-motivated; professional demeanor and appearance is necessaryDUTIES & RESPONSIBILITIES
All the responsibilities listed below are considered essential functions of this position. Additionally, this position is expected to ensure adherence to the core operating values and the strategic direction of the agency. Oversee and supervise case management staff Coordinate training for staff Review case managers work activities and products Oversee and manage the intakes and caseloads of their staff Perform foster home inspections pre and post certification Approve foster home/adoptive home studies Oversee that referred children are properly assessed and matched to the chosen foster home and/or adoptive placement Oversee all foster care paperwork and responsibilities to ensure compliance with all auditing requirements and maintain the required documentation of intakes, replacements, and terminations Oversee program monitoring and evaluation in collaboration with DCS Quality Compliance Work with the Leadership Team to ensure the development and maintenance of the foster care program Identify problem areas and help identify solutions Provide communication and coordination with referral sources and other agencies Assure that new staff are properly oriented, trained, and supervised Support recruitment of new foster parents, provide orientation and training Maintain a commitment to understanding implicit and explicit bias and work to ensure equity in all client and staff interactions Attend all assigned meetings and provide a written summary and all handouts to the Project Manager within 24 hours of attendance Communicate any foster parent complaint received to the Project Manager within 24 hours, and communicate any complaint from a court to the Project Manager Be aware of and immediately respond to any request from the Foster Care Review Board, as soon as possible. If compliance with the request is not possible, report to the Project Manager regarding the issue Ensure that staff who report to the supervisor understand the Foster Care Review Board Recommendations Adhere to due dates and timeliness of documentation by doing monthly staff trackers the first few days of each month and following up on compliance towards the end of the month Ensure that all court orders are received and review all court orders received or uploaded Ensure all action steps or referrals are completed in the required or recommended time frames and report any problems with doing so to the Project Manager Ensure that a minimum bi-weekly supervision occurs between the supervisor and supervisee and document on supervision log Consult with the Project Manager before each court date, to assess which hearings require a supervisor to be in attendance Notify the Project Manager immediately if any issues arise with the staff who report to the supervisor. Attend and represent the agency at county resource family events and agency recruitment events as needed Ensure that all agency and contractual paperwork is properly completed in the appropriate data platform in compliance with federal, state, and county contracts and agency standards Attend regularly scheduled agency wide meetings and other meetings as required or assigned Conduct all functions in accordance with Agency guidelines, policies, and procedures Comply with applicable professional licensing or approval requirements and ethics Arrange work schedule or required hours to benefit of the program Perform other duties and responsibilities that may be necessary or in the best interest of the agency as assigned by Supervisor Confidentiality and Privacy Adheres to all legal parameters for ensuring and maintaining clients' confidentiality including HIPAA, State and Federal laws. Physical Activity Reaching, Standing, Typing, Talking, Hearing, Repetitive Motion Sedentary work. Exerting up to 15 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.
