Job Description

Position Summary MCSS is seeking a driven, relationship-focused Business Development & Community Outreach Specialist to grow our referral network and expand access to MCSS services across Maryland. This role is responsible for building meaningful partnerships with Coordinators of Community Services (CCS), school transition teams, Managed Care Organizations (MCOs), hospitals, and community-based agencies that serve individuals with intellectual and developmental disabilities (IDD). This is a field-based, outward-facing role. The ideal candidate is a natural connector, strategic thinker, and self-starter who understands the Maryland DDA landscape and is passionate about disability services and community inclusion. Key Responsibilities Referral Outreach — CCS Coordinators & School Transition Teams Develop and maintain relationships with Coordinators of Community Services across all four MCSS regions Conduct regular outreach and presentations to CCS coordinators to position MCSS as a preferred provider Build a pipeline of referrals from IEP transition coordinators and special education departments at local school systems Represent MCSS at transition fairs, IEP meetings (where appropriate), and disability resource events Ensure CCS coordinators are regularly informed of MCSS service availability, program updates, and openings Community Events & Networking Attend and actively participate in community events, disability expos, resource fairs, and professional networking functions on behalf of MCSS — minimum 2 events per month Plan and host MCSS-led lunch-and-learns, information sessions, and open house events for potential referral partners Build MCSS's visibility and reputation in the broader disability services ecosystem across Maryland Identify and engage with community organizations, faith communities, and civic groups that intersect with the IDD population Represent MCSS at county-level resource directories, provider coalitions, and advisory groups Agency & Institutional Partnerships Initiate and cultivate relationships with Managed Care Organizations (MCOs), hospital discharge planners, behavioral health agencies, and housing providers Develop formal Memoranda of Understanding (MOUs) and referral agreements with partner organizations Work with the Executive Director to identify and pursue strategic partnership opportunities that align with MCSS's growth plan Track and manage a robust contact database of active and prospective partners — minimum 50 active contacts by Day 90 Identify emerging referral channels, underserved regions, and untapped populations for MCSS expansion Reporting & Internal Collaboration Submit a detailed weekly activity report to the Executive Director every Friday, including contacts made, meetings held, follow-ups, and referrals in process Develop and submit a monthly outreach calendar by the last Friday of each prior month Collaborate with Program Directors and Regional Managers to ensure smooth handoff of referred individuals into enrollment Provide market intelligence to leadership on competitor activity, referral trends, and partner feedback Support development of MCSS marketing collateral, capability one-pagers, and outreach presentations Qualifications Required Bachelor's degree in Social Work, Human Services, Public Health, Communications, Business, or a related field Minimum 2 years of experience in outreach, business development, case management, or community relations — preferably in a disability, behavioral health, or human services setting Working knowledge of the Maryland DDA system, CCS coordinator network, and/or IDD services landscape Demonstrated ability to build and sustain professional relationships with diverse stakeholders Excellent verbal and written communication skills — confident presenting to groups Highly organized and self-directed; able to manage a field-based schedule with minimal supervision Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) Valid Maryland driver's license and reliable personal transportation; ability to travel regularly across Maryland regions Preferred Experience working directly with individuals with intellectual or developmental disabilities (IDD) Existing relationships with CCS coordinators, MCOs, or school transition teams in Maryland Familiarity with Maryland Medicaid Waiver programs and DDA provider regulations Experience using electronic case management or CRM systems Bilingual or multilingual a plus
Pay:
$27.00 - $35.00 per hour
