Job Summary:
The Senior Officer of Communications, Enrollment, Community Education, & Early Childhood provides strategic leadership and oversight of district-wide systems that drive communication, student enrollment, family engagement, and lifelong learning in support of organizational effectiveness and educational excellence. This position ensures strong community trust, sustainable programming, and aligned systems that support student success and district vitality. Essential Job Functions Strategic Leadership & Advisory Serve as a key member of the Superintendent's leadership team, advising on communication strategy, enrollment trends, community engagement, and early learning. Align communications, enrollment, community education, and early childhood systems with district priorities to support organizational effectiveness, student outcomes, and long-term sustainability. Provide clear, data-informed recommendations to the Superintendent, School Board and stakeholders regarding enrollment, community needs and system performance. Communications, Engagement & Enrollment Systems Provide strategic direction for all communications, marketing, and engagement systems to ensure clear, consistent, and proactive communication with internal and external stakeholders. Lead the development and implementation of a comprehensive enrollment strategy, including recruitment, retention, and family experience, aligned with district goals and demographic trends. Ensure systems and processes provide equitable access and a seamless experience for students and families from early childhood through enrollment. Manage the district's brand, reputation, and public messaging through effective communication strategies and stakeholder engagement. Community Education & Early Learning Systems Provide oversight of community education and early learning systems to ensure high-quality, sustainable, and responsive programming that meets evolving community needs. Ensure alignment of early childhood services, family engagement, and lifelong learning opportunities with district priorities and student success outcomes. Lead the evaluation and continuous improvement of programs and services to maximize impact, accessibility, and community value. Develop and maintain strategic partnerships with community organizations, local government, and agencies to expand opportunities and services. Operations, Compliance & Resource Management Ensure compliance with all applicable federal, state, and local laws, regulations, and district policies related to communications, enrollment, community education, and early childhood services. Oversee the responsible management of financial, physical, and operational resources, ensuring sustainability, efficiency, and transparency. Establish and monitor systems for accountability, performance measurement, and continuous improvement across all areas of responsibility. Oversee risk related to public communications, enrollment stability, and community perception, ensuring proactive and responsive strategies. Leadership & Collaboration Supervise and support leaders and staff across communications, enrollment, community education, and early childhood, fostering a collaborative and high-performing culture. Partner with principals, department leaders, and staff to align communication, enrollment, and programming systems with instructional and organizational goals. Provide guidance and support to ensure consistent implementation of systems, practices, and district priorities. Continuous Improvement & Innovation Drive continuous improvement through the use of data, stakeholder feedback, and best practices across communications, enrollment, and programming systems. Promote innovation, efficiency, and responsiveness in meeting evolving community needs. Ensure equitable access to programs, services, and information for all students, families, and community members. Other Duties as assigned. Minimum Qualifications Master's Degree in Education, Educational Leadership, Communications, or a related field Valid Minnesota Community Education Director License Minimum of 7-10 years of progressively responsible leadership experience in public education or related field Skills Experience with strategic planning and project management Uses data to guide strategy and improvement Clear written and verbal communication Equity-focused mindset and ensures access to programs and services Preferred Qualifications Experience in enrollment strategy and demographic analysis Experience in early childhood systems and family engagement Strong background in public sector communications
