Job Description

Summary:
This job will oversee Family Service Advocates at all 3 of ACHR's locations in Auburn, Opelika, and Hurtsboro, AL. Work directly under Head Start Director to learn regulations of Early Head Start/Head Start (EHS/HS). Oversee Family Service Advocates (FSA) and ensure that their documentation is current. Visit each center weekly to assist and support FSAs. If short-staffed, the Family Services Supervisor (FSS) will need to pick up caseload until positions are filled. Assist with planning, development, and implementation of Family Services programs. Coordinate and supervise social services related programs, specifically the HS Family Services Program. Responsible for establishing, implementing, and maintaining system that ensures compliance with HS policies, guidelines, rules, and regulations including those for ERSEA (Eligibility, Recruitment, Selection, Enrollment, and Attendance). Responsible for checking child applications to assure they meet the criteria in the ERSEA regulations, for double checking to assure that points system is being used per procedures, asking for any needed clarifications and approving child for enrollment (or not with reason). Work with Family Services staff to identify needs using Parent Family & Community Engagement Summary and ChildPlus Family Assessment tool. Responsible for management and oversight of Family Services staff meetings, goals and data, staff work and productivity, development of individual staff members, professional development plans, coordination of staff evaluations and continuous improvement of Family Services area and its programs. Research projects and connect programs that could enhance family stability and self-sufficiency. Present ideas to Head Start Director for feedback and assistance with implementation.
Primary Duties:
Review/revise enrollment forms prior to start of recruitment to assure that all required elements are present. Review required documentation, forms, and ERSEA requirements with Family Services staff as needed; no less than annually. Review status of families by points. Ensure program does not exceed 10% of children who are over income guidelines, and ensure the program full enrollment at all times. Review applications and documentation to verify eligibility against Family Services staff's documentation and ERSEA. Ensure each FSA maintains a caseload of no more than 40 children. Assign caseload to each FSA in a way that will be effective for families and the agency (e.g. all children in a family with one FSA, consideration of distance, personalities, known child disabilities, particular strength of each FSA; current caseload, etc.). Ensure FSA's sets up and maintains records for each family and that all HS/DHR requirements are met including family goal setting and family assessment documentation and follow up. Assist FSAs through individual and group conference in analyzing case problems and assist as needed in determining individual family and/or client needs and developing a plan to meet these needs. Assist FSAs in completion of Family Services Summaries and implementation of family goals, case management, and crisis intervention. Direct and supervise activities of Family Services staff in planning, scheduling, and providing direct services to families and in making and follow up on necessary referrals. Direct staff in recruitment, family eligibility interviews, and enrollment of eligible children using the most recently approved ERSEA system and point system list. Establish an annual schedule of initial home visits to EHS and HS families and makes assignments to Family Services staff. Handle emergencies and unusual situations with families that staff is not equipped to handle. Meet as needed with parents to work out a plan when problems such as attendance, timeliness, and having correct person meet bus on time is a continued problem. Develop a plan to refer families for emergency assistance or crisis intervention and see that staff implement the plan when appropriate. Work individually with parents (or if needed other family members) who need more guidance than FSA is equipped to give or when another perspective is needed to help parents move forward. Develop a Father's Program at each center. The Father's Program will encourage participation from men and as much as possible to provide what the current participants request (programs, events, opportunities with child, etc.). Education:
Bachelor's degree from an accredited institution in Social Work, Behavioral Science, or a related field.
Experience:
At least three (3) years of experience in family and children services. Experience in an organization involved in the delivery of similar services to clients with low-income preferred. Previous supervisory experience also preferred.
