JOB SUMMARY
This full-time, at-will position is responsible for supporting and overseeing the delivery of Family Development program services to ensure high-quality, compliant, and effective outcomes for participating individuals and families. The role provides programmatic guidance to staff, coordinates training and outreach efforts, maintains partnerships with community agencies, and contributes to program monitoring and reporting. In addition, the position maintains a limited caseload and provides direct family support services in alignment with program goals.
ESSENTIAL DUTIES
Supports staff in the delivery of high-quality services to clients and communicates with the Program Officer, Community Action as needed regarding policies, procedures and program-related issues. Coordinates and organizes training for staff to support effective case management practices and service delivery standards. Leads targeted outreach and recruitment efforts to engage and enroll eligible individuals and families into program services. Reviews client assessments and individualized service plans to ensure alignment with program goals and requirements. Conducts regular reviews of client files to verify accuracy, completeness and timeliness in accordance with program and compliance standards. Establishes and maintains relationships with community partners to promote awareness and understanding of Family Development program services. Compiles, completes, and submits required outcome and performance reports in accordance with funding and reporting requirements. Manages and maintains referral agency relationships to support coordinated service delivery and effective client referrals. Maintains a minimum caseload of seven (7) families while providing direct support and case management services as required. Other duties as may be assigned and/or requested from time to time in fulfillment of the agency's mission.
RESPONSIBILITIES
Responsibilities include supporting and supervising staff in the delivery of client services and providing guidance on program policies, procedures, and service standards in coordination with the Program Officer, Community Action. The position coordinates training for staff, leads targeted outreach and recruitment efforts, and reviews client assessments, service plans, and case files to ensure accuracy, completeness, and compliance. Additional responsibilities include maintaining relationships with referral agencies and community partners; compiling required outcome and performance reports; and managing a minimum caseload of seven families while delivering direct family development services.
Requirements:
EDUCATION AND/OR EXPERIENCE REQUIREMENTS
Bachelor's B.A. or B.S. degree in Sociology, Education, Social Work, Psychology, or related field, required. Previous supervisory experience preferred. Previous case management experience is preferred. Previous experience in social services field is preferred. Bilingual skills are a plus.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
Strong organizational and oral/written community skills, with the ability to manage workload priorities and clearly convey instructions, processes, and expectations to staff. Knowledge of the community serviced and available resources, along with the ability to instruct, and guide to support effective service delivery.
DIFFICULTY OF WORK
The work requires a high level of organizational skills and attention to detail to balance program oversight, staff support, compliance monitoring, and direct service responsibilities. The position involves reviewing complex client documentation, interpreting program requirements, and ensuring service delivery aligns with established standards and funding guidelines. The position requires the ability to prioritize competing demands, meet reporting deadlines, collaborate with internal staff and external partners, and adapts to changing program needs while maintaining accountability for outcomes and service quality.

CONDITIONS OF EMPLOYMENT
Successful candidate must submit to a pre-employment drug screening, limited criminal history check, driver check and National Sex Offender Registry check, SAM and OIG exclusion screenings. Must pass and maintain compliance with the agency's background check policy. Proof of educational credentials is required at employment. Valid driver's license and a dependable vehicle required. Must meet the Agency's required car insurance coverage level at employment and maintain it throughout the duration of employment (
Liability Coverage:
$100,000/$300,000/$100,000). Password protected internet access of good quality to perform the essential duties. This position has a 90-day probationary period.
