POSITION PURPOSE
The Clinical Social Worker supports the implementation of Medical Assistance-Special Education (MA-SPED) third party billing by providing clinical supervision, training, and systems support to school-based mental health providers. This position ensures compliance with state requirements, supports staff in documentation and billing practices, and strengthens district systems for school-based mental health services while facilitating the transition from Children's Therapeutic Support Services (CTSS) to MA-SPED billing. This position does not carry a traditional student caseload and instead focuses on clinical supervision, training, and systems support for school-based mental health providers across the district.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Provide clinical treatment supervision for school social workers and other mental health providers who require supervision in order to provide and bill for school-based mental health services. Provide clinical oversight and consultation for staff holding Licensed Social Worker (LSW) licensure and, when appropriate, Licensed Graduate Social Worker (LGSW) licensure. Complete required clinical components of the Summary and Recommendation (S&R) process to determine medical necessity for school-based mental health services under MA-SPED billing guidelines. Review clinical information and documentation and provide required recommendations to support compliant billing for services delivered under the supervision of a qualified Mental Health Professional. Provide training and professional development to school-based mental health staff regarding MA-SPED billing requirements, documentation standards, and service delivery expectations. Provide ongoing coaching and technical assistance related to special education documentation systems, required forms, and billing procedures. Review service documentation to ensure compliance with state and federal MA-SPED billing requirements and follow up with staff regarding required documentation. Support the district's transition from Children's Therapeutic Support Services (CTSS) to MA-SPED billing. Serve as a liaison with district departments and state agencies regarding MA-SPED billing guidance and regulatory updates. Monitor implementation of billing practices, identify system barriers, and provide recommendations to improve district processes. Collaborate with district leadership to strengthen systems supporting school-based mental health services. Perform other duties as assigned.
REQUIRED QUALIFICATIONS
Licensed Independent Clinical Social Worker (LICSW) in the State of Minnesota Licensed through the Minnesota Board of Social Work Holds or eligible for Minnesota Professional Educator Licensing and Standards Board (PELSB) School Social Worker License Must meet qualifications under Minnesota statute to serve as a Mental Health Professional eligible to provide treatment supervision and determine medical necessity for school-based mental health services Experience providing school-based mental health services Knowledge of special education processes and documentation requirements Knowledge of Medical Assistance / Medicaid billing requirements for school-based services Strong communication, training, and collaboration skills
