Job Description

Job Goal:
The Director is responsible to the District Administrator for communicating and monitoring compliance with IDEA. The Director serves as a liaison with building and district administrators, providing information regarding programs for students with disabilities and monitoring special educators' compliance with policies and procedures. Simultaneously, the position provides direct therapeutic mental health support, evaluations, and counseling services for students in grades 6-12 to promote academic and emotional success.
Employment Status:
This is a full-time, exempt, 210-day position. Administrative/Director allocation will be 126 days (60%), and Mental Health Counselor/Psychologist allocation will be 84 days (40%).
Compensation and Benefits:
Compensation is negotiable. Benefits are as defined in the CESA 10 Employee Handbook.
Position Qualifications:
Education, Training, Experience A master's degree in a related field. Certification as a Director of Special Education and Pupil Services (80), or eligible to obtain a license within two years of hire. Valid state certification as a School Counselor, School Psychologist, or School Social Worker for grades 6-12. Two years of experience providing special education services to school-age children. Successful experience in an administrative or school leadership role. Related Skills Expertise in special education and pupil services policies and procedures. Effective communication, interpersonal, and consultation skills with parents and staff. Ability to explain IEP procedures and parent/child rights. Training in school culture, MLSS, personalized learning, and all special education disability categories. Possess a valid driver's license. Ability to travel to contracted district(s).
Performance Responsibilities:
Special Education & Pupil Services Direction (126 Days)
Compliance Monitoring:
Ensure district-level compliance with special education regulations and the 20 indicators.
IEP Leadership:
Attend IEP team meetings involving questions or contentious issues.
Program Evaluation:
Collect and analyze data to determine the effectiveness of specialized instructional programs and interventions for students with disabilities. Collaborate with district leaders on the effectiveness of instructional practices and interventions for all students.
Problem Resolution:
Investigate parent complaints and be proactive in preventing or resolving issues.
Fiscal Management:
Collaborate with district administrators to develop flow-through budgets and approve related requisitions.
Personnel Oversight:
Coordinate recruitment and interview teams and ensure staff hold current licensure.
Evaluation:
Perform written summative performance evaluations for special education staff at least once per year.
Reporting:
Monitor the accuracy of data for local and state reports and ensure Medicaid reimbursement claims are submitted. 6-12 Mental Health & Counseling Services (84 Days)
Direct Intervention:
Provide individual and group counseling for students addressing social-emotional needs and mental health disorders.
Mental Health Counseling Coordination:
Ensure the district has access to mental health providers in the district. Facilitate relationships with third-party vendors. Ensure that these services are understood and utilized. Communicate with school staff about students' mental health needs and the evidence-based strategies they are developing.
Psychological Support:
Conduct risk assessments and lead mental health crisis response within the 6-12 building. Coordinate access to mental health.
Program Integration:
Promote interdepartmental projects to integrate special and general education, including RTI, PBIS, and Transition. 504
Plan Coordinator:
Coordinate 504 services and develop plans for students in grades 6-12.
Liaison Services:
Act as a liaison with community agencies providing services to children ages birth to 21.
Assessment Support:
Support the District Assessment Coordinator with test day coordination activities.
Misecellaneous Professional Development:
Develop and carry out an annual plan to address compliance and mental health professional development.
Communication:
Meet regularly with district leadership to update and coordinate department activities.
Community Engagement:
Make presentations to educators, principals, and community agency personnel.
