This position works within Rainbow Fleet's Child Care Resource and Referral (CCR&R) program to strengthen the accessibility, quality, and sustainability of early childhood programs throughout Oklahoma. The CCR&R Consultant collaborates with providers, families, community organizations, and internal program staff to support child care quality improvement, licensing compliance, provider development, and family engagement in alignment with Oklahoma Partnership for School Readiness (OPSR), Oklahoma Human Services (OKDHS), and Rainbow Fleet program standards. The position contributes to statewide early childhood infrastructure development through responsive consultation, coaching, training, and collaborative partnerships. Essential Functions Technical Assistance & Provider Support Provide individualized and group consultation to child care providers and community partners on topics such as licensing, program operations, quality improvement, and child development practices. Support child care programs in achieving compliance with state regulations and participation in the Quality Rating and Improvement System (QRIS). Assist providers in identifying operational strengths, areas for improvement, and strategies that support long-term program success. Conduct on-site, virtual, and phone-based consultation activities to support provider needs and program development. Maintain professional relationships with providers, families, and community organizations throughout assigned service regions. Training & Professional Development Deliver training sessions, workshops, and professional development opportunities aligned with state priorities, CCR&R contractual obligations, and provider needs. Develop presentations, educational materials, and communication tools that strengthen provider capacity and family engagement. Support providers in implementing developmentally appropriate practices, quality improvement strategies, and responsive care approaches. Participate in collaborative learning opportunities and statewide initiatives that strengthen the early childhood workforce. Family & Community Engagement Provide exceptional customer service through responsive, knowledgeable, and culturally competent engagement with families, providers, and community members. Assist families in navigating child care resources, referrals, and community support systems. Participate in local and statewide collaborations that strengthen child care access, quality, and infrastructure. Build and maintain collaborative relationships with community partners, agencies, and stakeholders that support early childhood systems-building efforts. Documentation, Compliance & Reporting Maintain accurate and timely documentation of technical assistance activities, referrals, provider contacts, and professional development participation within required data systems. Ensure compliance with Rainbow Fleet policies, confidentiality standards, federal grant requirements, andOKDHS/OPSR
contract expectations. Participate in program meetings, monitoring activities, reporting requirements, and operational planning efforts as assigned. Support data collection, tracking, and reporting activities necessary for program evaluation and contract compliance. Qualifications Required Bachelor's degree in Early Childhood Education, Child Development, Human Services, Education, Social Work, Business, or a related field. Three or more years of experience in early childhood education, community-based programs, provider support, or family services. Strong written, verbal, organizational, and interpersonal communication skills. Ability to manage schedules, provider relationships, documentation, and consultation activities independently. Ability to travel regularly within assigned service regions and occasionally statewide. Valid Oklahoma driver's license and proof of automobile insurance. Ability to pass required background checks, health screenings, and drug testing. Proficiency with Microsoft Office, virtual meeting platforms, and data management systems. Preferred Experience working withOPSR, OKDHS CCR&R
systems, or other state-level early childhood initiatives. Experience providing training, coaching, technical assistance, or adult education. Knowledge of child care licensing regulations, QRIS systems, and early childhood quality standards. Bilingual proficiency (English/Spanish). Environmental & Physical Requirements (ADA Standards) Ability to work in office, virtual, and community-based environments, including frequent travel to child care facilities, provider sites, and community meetings. Ability to sit, stand, walk, and move for extended periods during trainings, consultations, and fieldwork activities. Ability to lift and carry up to 25 pounds of materials, supplies, or training equipment as needed. Frequent use of computers, phones, and virtual communication platforms for consultation, reporting, and professional development activities. Visual, auditory, and verbal acuity sufficient to conduct coaching, deliver training, and maintain professional communication with providers and community partners. Occasional exposure to varying weather conditions while traveling throughout the service region.
