Job Description

Position Overview The Program Director is responsible for the operational leadership and daily management of a 3.1 Low Intensity Residential Substance Use Treatment Program. This role oversees program operations, supervises Behavioral Technician staff, ensures adherence to regulatory requirements, and maintains a safe, structured, and supportive residential environment. The Program Director ensures program integrity, supports staff performance, and promotes high‑quality service delivery consistent with organizational standards and Maryland regulatory expectations. Program Operations & Oversight Provide day‑to‑day operational leadership for the 3.1 residential program. Ensure program activities, schedules, and residential routines are implemented consistently and effectively. Maintain compliance with Maryland Department of Health (MDH) regulations, COMAR, CARF Behavioral Health Standards, and HIPAA as applicable to residential operations. Monitor facility safety, cleanliness, and adherence to residential program protocols. Coordinate with clinical leadership to support smooth integration of clinical and residential services. Behavioral Technician Supervision Supervise Behavioral Technician staff, including scheduling, performance feedback, daily support, and ongoing trainings. Ensure staff follow program protocols, documentation expectations, and resident engagement standards. Provide coaching, corrective guidance, and ongoing development to support staff competency. Oversee staff adherence to ethical conduct, professional boundaries, and safety procedures. Resident Support & Program Structure Ensure residents receive consistent support, structure, and supervision aligned with 3.1 program requirements. Oversee implementation of residential programming, including groups, activities, and community meetings. Assist with crisis response, incident reporting, and follow‑up in accordance with organizational policy. Support continuity of care by coordinating with clinical and administrative teams. Administrative Responsibilities Maintain accurate program documentation, logs, incident reports, and operational records. Participate in audits, inspections, and quality improvement initiatives. Contribute to policy development, workflow improvements, and program planning. Ensure staffing coverage and operational continuity across all shifts. Knowledge, Skills & Abilities Strong understanding of residential substance use treatment operations, including 3.1 program requirements. Knowledge of MDH, COMAR, CARF, and HIPAA as they apply to residential settings. Effective leadership, communication, and team‑building skills. Ability to manage crises, maintain structure, and support staff in a fast‑paced environment. Strong organizational and problem‑solving abilities. Proficiency with electronic documentation systems and standard office software. Education & Experience Requirements Alcohol and Drug Trainee (ADT) certification required. Previous experience working in a residential substance use treatment setting as a Behavioral Technician (or equivalent role) required. Prior supervisory or lead experience strongly preferred. High school diploma required; associate's or bachelor's degree in a behavioral health-related field preferred. Work Location This is an in‑person position within the 3.1 residential treatment facility.
Pay:
$70,000.00 - $80,000.00 per year
