GRADE 19 LOCATION OF POSITION
Maryland Department of Human Services Garrett County Department of Social Services 12578 Garrett Hwy, Oakland, MD 21550 Main Purpose of Job The incumbent is responsible for directing the administrative and managerial oversight of the Child Support Administration Unit within the department and coordinates all Child Support programs and operations. This position is responsible for the supervision of both professional and skilled staff in the implementation and execution of Child Support programming following all local, state and federal process development, technologies used in government service programs, performance outcomes, and data analysis methodologies, and exceptional customer service skills. The incumbent will be responsible for the development and implementation of administrative controls and processes to ensure operational efficiency of all programs within Child Support. The provision of guidance to both professional and skilled staff regarding case management, legal, and fiscal processes is an expected duty. This role includes compliance monitoring and data analysis to ensure the unit achieves all performance measures set forth by DHS. Additionally, the position reports to the Director.POSITION DUTIES
Directs the activities of the Child Support program by interpreting and adhering to federal, state and local laws and policies. Create, assess, revise and implement local programs, policy and procedures in order to meet customer needs and internal objectives. Actively participate in all activities, committees, meetings etc. which facilitate the enhancement of the Department programs and policies as well as directly benefit the Department and the citizens of the county. Serve as the recognized expert on Child Support matters when interacting with public officials, governmental and community agencies and customers. Represent the Department to other agencies in order to establish excellent working relationships with community partners and stakeholders by attending meetings and outreach to the community. Participate in the development, review, approval and monitoring of Cooperative Reimbursement Agreements, Memorandums of Understanding and annual contracts that are related to the operation of the Child Support Administration. Direct, supervise, and evaluate subordinate staff in order to assure adherence to policy and regulations and continuous improvement of job performance that meets or exceeds federal, state and local performance goals. Assure the integrity of Child Support operations through adherence to internal control requirements, maintenance of required records, completion and use of required reports and participation in audits/reviews as needed. Develops, implements and monitors budgets and contracts pertaining to the Child Support program. Act as a key member of the agency's executive team by demonstrating creativity, developing recommendations and actively participate in the decision-making process when addressing administrative issues in accordance with local mission, vision, and strategic plan.MINIMUM QUALIFICATIONS
Education:
A Bachelor's degree from an accredited college or university.Experience:
Eight years of experience in administrative, professional or technical work, three years must have involved supervision of other employees or exercising responsibility for program development.Notes:
1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required general experience. 2. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education. 3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.DESIRED OR PREFERRED QUALIFICATIONS
One year of experience with Child Support Management System. One year experience performing quality control and fiscal related duties. Two (2) years experience in Program Development.LIMITATIONS ON SELECTION
