We are currently seeking an exceptional Children's Program Case Manager to provide oversight and coordination for our Department of Human Services (DHS) residential programs serving children and adolescents. Position Summary The Children's Program Case Manager is a senior-level leadership position responsible for overseeing case management, service coordination, regulatory compliance, stakeholder engagement, and program quality across assigned DHS residential programs. This role requires a highly organized, articulate, and proactive professional with demonstrated leadership and managerial capabilities. The successful candidate must possess exceptional communication skills, strong clinical and administrative judgment, and the ability to effectively manage multiple priorities while ensuring the safety, well-being, and successful outcomes of the children served. The Children's Program Case Manager serves as a key liaison between the agency, DHS representatives, social workers, families, guardians, schools, treatment providers, and internal leadership. Essential Responsibilities Program Oversight & Leadership Provide comprehensive oversight of assigned DHS residential programs. Monitor program operations to ensure quality service delivery and regulatory compliance. Identify operational challenges and implement corrective action plans as needed. Support Residential Coordinators, House Managers, and Direct Support Professionals in achieving program goals. Promote a culture of accountability, professionalism, and excellence. Case Management & Service Coordination Maintain oversight of all assigned children's cases and ensure services align with treatment plans, placement requirements, and individual needs. Coordinate interdisciplinary meetings, treatment team meetings, educational meetings, family conferences, and other stakeholder engagements. Ensure all required documentation, assessments, service plans, and case records are completed accurately and timely. Monitor progress toward goals and coordinate interventions as needed. Advocate for the best interests and overall well-being of children served. Compliance & Quality Assurance Ensure compliance with DHS requirements, COMAR regulations, licensing standards, and agency policies. Review incident reports, behavioral data, progress reports, and other program documentation for accuracy and completeness. Participate in audits, surveys, investigations, and quality improvement initiatives. Ensure corrective actions are implemented and sustained. Stakeholder & Family Relations Serve as a primary point of contact for DHS personnel, social workers, guardians, families, educational providers, healthcare professionals, and community partners. Develop and maintain positive professional relationships with all stakeholders. Ensure timely communication regarding significant events, concerns, and program updates. Reporting & Documentation Prepare reports, summaries, and recommendations for agency leadership. Track outcomes, compliance indicators, and performance metrics. Maintain strict confidentiality and professional documentation standards. Minimum Qualifications Required Bachelor's Degree in Social Work, Human Services, Psychology, Sociology, Counseling, Behavioral Health, Special Education, Healthcare Administration, or a closely related field. Minimum of three (3) years of progressively responsible experience in child welfare, residential treatment, foster care, behavioral health, juvenile services, or a related human services setting. Minimum of two (2) years of leadership, supervisory, case management, or program coordination experience. Demonstrated experience coordinating services for children and adolescents with complex behavioral, developmental, or social service needs. Excellent written, verbal, organizational, and interpersonal communication skills. Strong analytical, problem-solving, and decision-making abilities. Proficiency in Microsoft Office and electronic documentation systems. Valid driver's license and reliable transportation. Ability to pass all required state and federal background screenings. Preferred Qualifications Master's Degree in Social Work (MSW), Counseling, Psychology, Human Services, Public Administration, or a related field. Experience working directly with Maryland DHS, child welfare systems, therapeutic residential programs, or juvenile services. Knowledge of COMAR regulations, licensing requirements, and residential program operations. Experience leading multidisciplinary teams and managing program compliance activities.
