Qualifications Education and Experience:
Bachelor's degree and experience equivalent to five years of full-time professional work in one or a combination of the following: social services and/or human services case management, gerontology, investigations regarding vulnerable persons, psychology, or sociology. Substitution of Graduate Education for
Experience:
Graduate course work in any of the above fields may be substituted for the required experience, on a year-for-year basis, to a maximum of two years. There being no substitution for the additional three years of experience. OR Experience equivalent to two years of supervision of APS intake or field staff with the State of Tennessee.
Necessary Special Qualifications:
Applicants for this class will be required to: Complete a criminal background history disclosure form in a manner approved by the appointing authority. Agree to release all records involving their criminal history to the appointing authority. Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint based criminal history records check. Submit to a review of and not be listed on the Indicated Persons Registry of the Department of Children's Services, Department of Health's vulnerable persons' registry, or the state's sex offender registry; Not have an excludable offense as defined by Tenn. Code Ann. § 71-2-403 and Tenn. Rules & Regs. Ch. 1240-07-10-09. Overview This classification performs program policy and procedure development, data management, and project management work of average difficulty. An employee in this class is responsible for statewide operations and program support. This classification differs from that of the DHS Program Director in that an incumbent of the latter is responsible for supervising employees within this classification. Responsibilities Leads the development of policies and procedures, implementing changes to meet program goals and comply with program rules and legislation. Studies policies, procedures, operations, and services to evaluate their effectiveness. Recommends, develops, and implements strategic solutions to improve efficiency and ensure compliance with state requirements and department/program goals. Reviews, interprets, and explains new policies and procedures as they are implemented. Drafts and distributes instructional communications to notify staff of important changes or clarifications to ensure accurate program delivery. Oversees and reviews the operation and design of the program case management system and provides technical assistance to internal and external users. Coordinates with information technology team and system users to monitor functionality and ensure system is updated as needed. Obtains, compiles, and analyzes statistical data and other information from databases, reports, and other relevant sources to determine compliance with state standards and objectives, support quality assurance activities, determine system accuracy, project trends, and monitor employee staffing and performance. Researches, analyzes, develops, and designs reports and visual aids used to identify trends and opportunities for improvement. Prepares metrics and maintains historical records and reports involving current goals and expected outcomes to ensure accurate and efficient service delivery. Collaborates with providers, other departments, and external organizations to explain, interpret, and understand program requirements that impact internal/external customers to ensure needs are met effectively.
