Human Services Family Services Supervisor -In-Home Services Position Summary:
Under the direction of the Services Programs Manager, the Family Services Supervisor will be responsible for supervising staff that provides direct services for fostering and sustaining the social, health, economic, behavioral and emotional functioning of individuals and children served by LDHS. This involves overseeing program implementation and directing the resolution of service delivery issues by managing the work of 4 Family Services Specialists. In addition, LDHS employees are required to staff Emergency Shelter Operations as needed. Essential Functions of thePosition:
Plans, organizes and directs the day-to-day operation of the Foster Care and other service-related programs, which include, but are not limited to these duties: Oversees the work of all Foster Care Programs and supervises 4 service staff Reviews and evaluates Foster Care and other service programs and the effects of new programs/revisions on the agency, its staff and resources Provides direction, policy interpretation and supervision to employees; this includes making recommendations to the Program Services Manager with regard to staff performance within the limits of appropriate statutes, rules, regulations and policies Ensures proper planning, assigning and directing of work Participates in the development of performance standards for supervised staff Ensures first draft of Employee Performance evaluations are completed in a timely fashion and assists in development of Performance Improvement and Corrective Action Plans when appropriate Ensures proper and mandated training for supervised staff Builds and maintains professional working relationships with internal clients such as the Board, County Departments and co-workers Builds and maintains professional working relationships with external clients such as outside agencies, citizens and professional groups Consults with workers and/or Program Services Manager on case problems that cannot be resolved Coordinates various program goals and efforts with those of other agency units Liaison to citizen groups, professional groups, and collateral staff in other agencies in the interpretation of Foster Care and other service programs: Plans and makes presentations and speeches to the community, citizen and professional groups; Prepares and approves correspondence and oversees the recordkeeping system; Assists in identifying community resources; Assists in monitoring expenditures within the unit; Reviews and makes recommendations to revise programs to address child welfare trends; Collects and compiles data for long-range planning Prepares ad hoc and regular reports for the Services Programs Manager and/or Director Researches, maintains, and keeps abreast of current trends and how they relate to the department's mission statement, and reports relevant information to the Services Programs Manager Performs other duties as assigned by the Programs Services Manager and/or Agency Director.Knowledge, Skills and Abilities:
This position requires considerable knowledge of policies, procedures and regulations relating to Foster Care and other direct service programs , methods of administration, and fiscal responsibility. The position also requires a basic understanding of sound business and management principles, principles of effective supervision, supported with strong analytical and organizational skills, attention to detail and exceptional professional and administrative judgment. A thorough understanding of human behavior is also crucial in order to demonstrate the ability to work effectively with both individuals and groups, to plan, organize and direct the work of others. A proven ability to collect and analyze data to formulate short and long-range planning, or other projects, is essential. Demonstrated communication skills, both oral and written, are required in order to plan, implement and achieve the most effective and efficient approach to management of personnel, programs and resources, as well as conduct workshops and make public presentations. Outstanding customer service skills are essential in order to deal with a broad range of customers and to be able to establish and maintain successful professional working relationships with co-workers, outside agencies, Department Heads, County staff, government officials and citizens. Considerable knowledge of automated systems and standard office software including the State Department of Social Services systems, along with proficiency in operating a personal computer and the associated office and agency software.Education, Training and Experience:
Bachelor's Degree in the Human Services, Management, or a related field and 2 (two) years of experience working in a fast-paced and challenging child welfare environment, including experience in a supervisory or leadership role OR any equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable.Working Conditions:
Environmental:
The regular workweek is Monday through Friday from 8:30 a.m. until 5:00 p.m. with a thirty-minute lunch break. This position will require a flexible schedule to accommodate the needs of the department and the County, to include evening, weekend and occasional holiday hours Employee is subject to inside environmental conditions. No environmental hazards indicated for this classification .Physical Effort:

Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Must be willing to submit to a criminal background and Motor Vehicles check. Must consent to drug testing consistent with Louisa County's Drug-Free Workplace Policy. Must possess a valid Driver's License. Must maintain a driving record consistent with insurance industry standards in order to drive a County vehicle.
