Job Description
T his is a continuous filing exam. Next filing cut-offs are at 5:00 pm on: 6/29/2026, 7/13/2026, 8/10/2026 (Final) Under direction, the Human Services Supervisor supervises, assigns, reviews, and monitors the work of staff responsible for the provision of customer social services and/or determinations and/or review of eligibility and benefit levels for one or more categories of public assistance, either through direct supervision of staff, or indirectly through program planning, administration and evaluation; ensures work quality and adherence to established policies and procedures; and performs the more complex tasks relative to the assigned area of responsibility. Knowledge of Principles and practices of supervision, leadership, mentoring, coaching, employee counseling, training, and discipline Team dynamics and team building Applicable federal, state, and local laws, rules, codes, regulations, and procedures governing the operation of public social services agencies, eligibility and grant maintenance programs administered by the County, and related program areas Operational characteristics, services, and activities of community and human services programs, and assigned programs and functions The role of a public social service agency in the treatment plan Available community resources including financial, medical, and human services programs Casework practice and case management Principles of human behavior including people under physical, psychological, and social stress Interviewing techniques, including crisis intervention methods Techniques for working with a variety of individuals from various socio-economic, ethnic, and cultural backgrounds The sources of information necessary to determine and verify the eligibility of applicants for, or recipients of, federal, state, and/or local aid Principles of time management and project management Principles and techniques of program planning and evaluation Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment English usage, spelling, grammar, and punctuation Ability to Interview, supervise, train, and evaluate staff Plan, coordinate, assign, and review the work of subordinate staff Investigate and resolve disciplinary issues Work independently, prioritize work, coordinate activities and meet critical deadlines Develop and maintain cooperative, effective working relationships with others Provide consultative services in complex situations Classify case problems and evaluate the effectiveness of efforts in solving them Coordinate the delivery of social and community services Communicate effectively, both verbally and in writing, with persons from a variety of social, educational, cultural, and economic backgrounds Develop training and presentations Analyze situations accurately and adopt an effective course of action Recognize and understand different approaches and perspectives Recognize problems which call for the use of public and private community resources Effectively listen, mediate and resolve complaints Interpret, apply and explain applicable federal, state, and local laws, codes, and regulations Research, analyze and make recommendations on the implementation of policies, procedures, regulations and work flow Apply customer service skills, including the identification of customer needs and follow up to ensure customer commitments have been met Navigate through various database systems and effectively locate, enter, and retrieve information Remain calm and diffuse escalated issues which may include confrontational or hostile customers Establish and maintain appropriate boundaries with customers and staff Stay current on new and changing rules and regulations, and identify impact on unit practices and procedures Analyze and interpret reports from automated systems utilized by assigned staff
Minimum Qualifications Either:
1a. Two years of full-time, paid experience in the public or private sector, performing or reviewing public assistance delivery activities such as assessing customer needs, determining eligibility, determining appropriate actions and establishing case plans, monitoring customer progress, maintaining case records, or making referrals to other resources, agencies, or services; A ND 1b. A Bachelor's Degree or higher from an accredited college or university in Social Work, Sociology, Psychology, Counseling or other field closely related to the intent of the class.
Or:
2. One year of full-time, paid experience employed by Sacramento County in the class of Eligibility Supervisor.
NOTE:
Related fields above may include Behavioral Science, Child Development, Community Health Education, Cultural Anthropology, Ethnic Studies, Family Studies, Gerontology, Human Development, Mental Health, and Public Health.
NOTE:
Additional experience as described in pattern 1a above may be substituted for the required education on a year-for-year basis. (1 month of experience is equal to 2.5 semester (3.75 quarter) units).

If the word "experience" is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Qualifications Criminal History and Background Checks:
The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602, Personnel Policies and Procedures, and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate's ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information, the candidate will be fingerprinted. A subsequent arrest notification may be obtained. The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks, credit history checks where authorized by Labor Code section 1024.5, Social Security Number verification, professional license/registration verification, military service information and driving history. Information obtained in the course of this background check will be considered by the appointing authority in the selection process. In obtaining such information, the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.
License Requirement:
A valid California Driver License, Class C or higher, may be required at the time of appointment. Failure to obtain or maintain the appropriate California Driver License may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.
Child and Elder Abuse Reporting:
Persons selected for employment must, as a condition of employment, sign a statement agreeing to comply with Section 11166 of the California Penal Code and Section 15630 of the Welfare and Institutions Code relating to child and elder abuse reporting.
Physical Requirements:
Some positions in this class may require the incumbent to be able to: Sit for periods up to one hour while driving to home visits. Climb flights of stairs to reach residence. Lift infants and toddlers weighing up to 40 pounds. Carry automobile child safety seats. Have sufficient vision to assess physical condition of customers and home environment. Individuals who do not meet these requirements due to disability will be reviewed on a case-by-case basis.
Working Condition:
Some positions in this class may require the incumbent to: Be exposed to and/or interact with hostile, emotionally disturbed or mentally ill persons and/or confrontational interpersonal situations. Work in dangerous, high crime areas of the community. Work during non-routine hours, standby, and/or callback. Work in and around substandard living areas with exposure to common communicable diseases, scabies, impetigo and other rashes. Work outside in all types of climatic conditions including inclement, very hot and/or cold weather. Work in a call center environment. Probationary Period The probationary period for this classification is six (6) months.

FORMULA RATE EXAMINATION
(Weighted 100%) All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination. This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job. All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
