In-Person in Santa Ana, California Summary The Housing Navigator (Bilingual English/Spanish) is responsible for providing culturally and linguistically responsive housing navigation, case management, outreach, and support services to individuals and families experiencing homelessness, housing instability, or barriers to obtaining and maintaining safe and stable housing. The Housing Navigator assists clients with housing assessments, housing plans, document readiness, housing applications, landlord communication, referrals, benefits navigation, and coordination with community partners and public systems. This position plays a key role in helping Spanish-speaking, immigrant, refugee, low-income, and other underserved community members access housing-related services and resources. Training will be provided to all housing navigators. The Housing Navigator works directly with clients in a trauma-informed, strengths-based, and client-centered manner. The position requires strong bilingual English/Spanish communication skills, knowledge of community resources, the ability to work with clients facing complex needs, and a commitment to The Cambodian Family's mission of strengthening families and communities. The Housing Navigator is required to serve and/or maintain a caseload of 30 clients per month. Essential Functions Provide housing navigation and case management services to eligible clients, including intake, assessment, goal planning, housing support planning, service coordination, referrals, and follow-up. Assist clients with obtaining and organizing documents needed for housing, including identification, income verification, benefit letters, rental history, credit information, immigration-related documents when applicable, and other required materials. Support clients with housing searches, completion of housing applications, communication with landlords or property managers, reasonable accommodation requests, waitlist applications, and preparation for interviews or lease-up appointments. Provide bilingual English/Spanish interpretation, translation, and culturally responsive support to ensure clients understand housing options, program requirements, lease terms, tenant rights and responsibilities, and available community resources. Serve and/or maintain a caseload of 30 clients per month and conduct outreach to recruit and enroll eligible clients when the program is not at full caseload of 30 clients, including community outreach, partner engagement, presentations, tabling, phone outreach, and follow-up with referrals. Build and maintain relationships with landlords, property managers, housing providers, public agencies, community-based organizations, health and behavioral health providers, legal aid organizations, shelters, and other referral partners. Assist clients in addressing barriers to housing stability, including income instability, benefits access, credit or rental history issues, family or household challenges, transportation, language access, legal issues, and connection to health, behavioral health, or social services. Provide tenancy-sustaining support as needed, including coaching clients on lease compliance, communication with landlords, household management, conflict resolution, and linkage to eviction prevention or stabilization resources. Complete accurate and timely documentation, including case notes, assessments, service plans, referrals, outreach activities, client progress, program outcomes, and other required records in accordance with agency, funder, and program standards. Ensure documentation is ready for submission of billing claims. Participate in case conferences, supervision meetings, trainings, partner meetings, and program planning activities. Maintain confidentiality and comply with applicable privacy, documentation, and client information standards. Meet program productivity, outreach, enrollment, documentation, and caseload expectations as assigned. Support data collection, reporting, quality improvement, and evaluation activities related to housing services. Perform other related duties as assigned. Minimum Qualifications - Knowledge, Skills and Abilities Required Bilingual fluency in English and Spanish is required, including the ability to communicate clearly and professionally with clients, families, community members, landlords, partners, and agency staff. An associate degree in a related field is required and a bachelor's degree in social work, human services, public health, psychology, sociology, ethnic studies, community development is preferred. Minimum of one year of experience in case management, housing navigation, social services, community outreach, immigration services, public benefits, health navigation, behavioral health, homeless services, or related community-based work is preferred. Knowledge of housing instability, homelessness, poverty, trauma, immigrant and refugee experiences, language access barriers, and social determinants of health is strongly preferred. Knowledge of Orange County housing resources, public benefits, community-based services, landlord engagement, tenant protections, and culturally responsive service delivery is preferred. Ability to work effectively with Spanish-speaking, immigrant, refugee, limited-English-proficient, low-income, and other underserved communities. Ability to conduct outreach, engage clients, explain program services, and build trust with individuals and families who may be experiencing crisis, trauma, housing instability, or distrust of systems. Strong interpersonal, written, verbal, organizational, and problem-solving skills. Ability to manage a caseload, prioritize tasks, meet deadlines, maintain accurate records, and follow program procedures. Ability to work independently and as part of a team in a fast-paced nonprofit environment. Ability to use computers, email, Microsoft Office, Google Workspace, databases, case management systems, and other technology required for documentation and communication. Ability to maintain professional boundaries, client confidentiality, and ethical standards. Valid California driver's license, reliable transportation, and proof of automobile insurance may be required if driving is necessary for client meetings, outreach, or program activities.
Environmental Conditions/Working Conditions:
Exposed to typical office environment conditions and noise levels. Exposed to mentally demanding situations, including but not limited to emergency situations, accidents, client crises, trauma disclosures, housing emergencies, and stress. Work is primarily performed in-person in Santa Ana, California, with possible local travel for outreach, meetings, home or community visits, housing-related appointments, and partner coordination. May interact with clients experiencing homelessness, housing instability, behavioral health needs, substance use concerns, domestic or family stress, trauma, disability, or other complex life circumstances. May occasionally work evenings or weekends depending on outreach events, client needs, or program requirements. Physical RequirementsAbility to sit, stand, walk, bend, reach, and use hands and fingers to operate office equipment for extended periods of time. Ability to use a computer, telephone, copier, printer, and other standard office equipment. Ability to travel locally to meetings, outreach sites, community events, client appointments, housing locations, and partner agencies. Ability to occasionally lift, carry, or move materials, supplies, files, or outreach items weighing up to 25 pounds. Ability to communicate verbally and in writing with clients, staff, partners, and community members.
