Job Description

TOWN OF GRISWOLD DIRECTOR OF PARKS AND RECREATION / YOUTH & FAMILY SERVICES JOB DESCRIPTION NATURE OF WORK
: This is highly responsible, administrative and supervisory work in developing, coordinating and administering comprehensive, diverse programs. Work involves overseeing the daily operations of the Town of Griswold Youth Service Bureau, Community Youth Center, and Park and Recreation Department while providing leadership, direction, and a vision for the Department. The position requires the use of initiative and independent judgment, and flexibility in working long hours, evenings and weekends.
SUPERVISION RECEIVED
: The Director receives general supervision from the First Selectman.
SUPERVISION EXERCISED
: The Director supervises the all employees and volunteers assigned to the Youth and Family Services and the Park and Recreation Departments.
EXAMPLES OF ESSENTIAL JOB FUNCTIONS
Develops, promotes, and administers a wide variety of programs for the Youth Service Bureau, Community Youth Center, and Park and Recreation Department. Ensures high standards of professional practice in the department. Supervises employees, including staff development, planning, scheduling and delegating work. Prepares and administers department budgets and is responsible for resource development and general fiscal responsibility. Conducts program evaluations and assesses outcomes. Develops strategic planning, organizational and policy development. Identifies community needs and periodically reviews, evaluates and modifies services to meet needs. Recruits and coordinates volunteers to assist in carrying out the work of the department. Develops training program for volunteers. Designs, develops, facilitates and trains staff of all programs under each department. Performs grant writing, as needed. Manages data collection and analysis; assesses ongoing program needs and services.

Maintains absolute confidentiality relating to sensitive information. Represents the Town on commissions and serves on local committees and develops and maintains contact with various State, Regional, and Youth and Family Service agencies. Reviews literature and publications and attends professional meetings and conferences to maintain current information on programs and services. Ability to work long hours, evenings and weekends, as required. Regular attendance is a requirement of this position. Establishes and maintains courteous working relationships with Town officials, public officials, the general public, other departments and agencies, charitable organizations, and office staff. Youth and Family Services Participates in Youth Services Collaborative, Juvenile Review Board, Grant Funding Local Prevention Council. Acts as Juvenile Review Board case manager. Performs community organization and outreach. Directs resource development (funding, volunteers, goods/services). Implements direct services in the absence of other staff and other programs, as needed. Assesses needs of clients and makes appropriate referrals when necessary. Promotes public knowledge and understanding of youth problems and needs. Fosters positive community involvement and support and youth advocacy to address these needs. Parks and Recreation Department Plans, directions and organizes a comprehensive group of recreational, social and cultural programs. Participates in the Recreation Commission. Assists to establish general policies and to review and approve programs, prepare brochures, press releases, and other public relations materials. Coordinates the care and maintenance of playing fields, park areas, recreationbuilding, grounds, and facilities. Reviews program areas and implements changes or new programs to meet the recreational needs of the community. Coordinates activities with town departments, private, recreational, civic, social and cultural organizations. Performs both on-site and off-site facility management functions.

REQUIREMENT OF WORK
Education, Experience and Training Graduation from an accredited college or university with a Degree in Social Work, Human Services, Recreation or related field, plus five (5) years' experience working in the human services field with at least two (2) years' experience in administration. Knowledge, Skills And Abilities Considerable skills in program development, promotion, implementation and evaluation. Ability to develop and maintain accurate records. Ability to comprehend complex human problems and to devise appropriate solutions within available resource parameters. Ability to solve practical problems and deal with a variety of situations. Considerable interpersonal skills and the ability to work well with the public. Ability to speak effectively in a public setting. Knowledge of OSHA requirements regarding bodily fluids and bloodborne pathogens. Thorough knowledge of CPR and first aid procedures. Ability to perform the essential functions of the job with minimal supervision, to exercise mature judgment, and make responsible decisions in accordance with established policies and procedures. Ability to effectively supervise employees and to administer program activities. Ability to operate computer software necessary for the position.

Strong ability to follow both written and oral instructions; to organize and express thoughts and ideas both orally and through written communication; present oral and written reports with clarity, and to plan, prepare and make presentations. Ability to work long hours, evenings and weekends, as required. Ability to establish and maintain courteous working relationships with Town officials, public officials, the general public, other departments and agencies, charitable organizations, and office staff. Ability to insure confidentiality and to protect the image of the Town of Griswold. Licensure and Certification Must possess and maintain a valid Connecticut motor vehicle operator's. CPR and First aid certification.
PHYSICAL AND MENTAL DEMANDS

The employee must have the ability to routinely use hands, fingers and wrists for repetitive motion; to use hands to finger, handle, feel or operate equipment, objects, tools, or controls; and reach with hands and arms; drive, get in and out of vehicles; tolerate exposure to environmental allergens. The employee is frequently required to: climb steep terrain or stairs to various levels; bend, twist; stoop; kneel; crouch or crawl. The employee must regularly lift and/or move up to 15 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required for this job include close vision, distance vision, peripheral vision, color vision, depth perception, and the ability to adjust focus. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. The employee must be able to hear normal sounds with the presence of background noise, as in hearing using a telephone. The noise level in the work environment ranges from usually quiet to moderate in the office and moderate to loud in the field. While performing the duties of this job, the employee works in both an office setting and outside. When working outside the employee is exposed to wet and/or humid conditions, extreme cold, extreme heat, rain, snow or fumes or airborne particles any of which may cause marked bodily discomfort.

The employee must be able to work harmoniously, cooperatively and courteously with others at all times. The employee must be able to interact well with people who are under physical and emotional stress as well as the ability to maintain a calm manner in stressful and emergency situations.
