(PCCI) facilitates rapid re-housing, housing navigation, homelessness prevention, and supportive service programs that are critical tools in Metro Atlanta's response to ending homelessness. PCCI's operating model is designed to move individuals and families experiencing homelessness into permanent housing as quickly as possible while supporting long-term housing stability and self-sufficiency. The Housing Navigator assists households experiencing homelessness or housing instability in identifying, securing, and maintaining safe, affordable housing. The Housing Navigator serves as the primary housing search specialist for assigned participants and works closely with landlords, property managers, case managers, community partners, and service providers to remove barriers to housing placement. This position focuses on housing identification, landlord engagement, participant advocacy, housing application assistance, and coordination of supportive services necessary to help households successfully obtain and maintain permanent housing. Essential Duties and ResponsibilitiesHousing Search and Placement
  • Conduct individualized housing search planning with participants.
  • Identify available housing units that meet program requirements and participant needs.
  • Help participants identify and visit potentially available units during the housing search.
  • Help participants find a unit that accommodates disability-related needs and reasonable accommodation requirements.
  • Assist with transportation, directions, or travel coordination for property visits and housing appointments.
  • Maintain an up-to-date inventory of properties, landlords, property management companies, and available rental units throughout PCCI's service area.
  • Advocate on behalf of participants with landlords and property management companies.
  • Help expedite the leasing process and coordinate housing placement activities. Participant Support and Housing Navigation
  • Assist participants with rental applications, forms, housing paperwork, and supporting documentation.
  • Support participants in gathering identification, income verification, and other records necessary to secure housing.
  • Educate participants about tenant rights, responsibilities, lease obligations, and housing expectations.
  • Help participants address barriers that may affect housing placement, including credit challenges, prior evictions, criminal backgrounds, income limitations, and documentation issues.
  • Maintain consistent communication with participants throughout the housing search and placement process.
  • Provide trauma-informed, participant-centered services that promote dignity, choice, and self-determination. Landlord and Community Relations
  • Develop and maintain positive relationships with landlords, property management companies, housing providers, and community partners.
  • Conduct landlord outreach and recruitment to expand housing opportunities for program participants.
  • Maintain regular communication with housing providers regarding available units and participant placements.
  • Represent PCCI professionally within the community and promote the organization's housing programs.
  • Collaborate with local service providers, housing authorities, and community organizations to improve access to housing resources. Housing Stability and Service Coordination
  • Connect households with supportive and financial services needed to secure and maintain housing.
  • Coordinate referrals for employment, workforce development, healthcare, behavioral health, childcare, transportation, financial literacy, legal assistance, benefits enrollment, and other community resources.
  • Collaborate with case managers and program staff to ensure coordinated and comprehensive support.
  • Assist participants with the move-in process after lease execution, including move-in planning, utility coordination, community orientation, and transition support.
  • Help participants access available financial assistance resources when appropriate. Documentation, Compliance, and Data Management
  • Maintain accurate and timely participant records.
  • Complete required documentation in HMIS and other agency databases.
  • Document housing search and placement activities according to agency and funder requirements.
  • Track housing outcomes, placements, and participant progress.
  • Participate in file reviews, monitoring activities, and quality assurance efforts.
  • Maintain confidentiality in accordance with agency policies and applicable requirements. Team Participation and Continuous Improvement
  • Participate in staff meetings, housing meetings, case conferences, and training activities.
  • Collaborate with program staff to ensure coordinated service delivery.
  • Support agency initiatives focused on improving housing outcomes and participant success.
  • Participate in professional development related to housing services and homelessness response systems.
  • Promote PCCI's values of participant-centered service, collaboration, accountability, innovation, and continuous improvement. QualificationsEducation and Experience
  • Bachelor's degree in Social Work, Human Services, Public Administration, Sociology, Psychology, Housing Services, or a related field preferred.
  • An associate degree with relevant experience may be considered.
  • Minimum of two years of experience in housing navigation, rapid re-housing, homeless services, case management, property management, social services, or a related field preferred.
  • Experience working with vulnerable populations and individuals experiencing homelessness strongly preferred.
  • Experience working within HMIS or a similar data system preferred. Knowledge, Skills, and Abilities
  • Knowledge of housing navigation, landlord engagement, affordable housing resources, and homelessness response systems.
  • Understanding of fair housing requirements and tenant rights.
  • Ability to build effective relationships with participants, landlords, property managers, and community partners.
  • Strong organizational, time management, problem-solving, and participant advocacy skills.
  • Excellent verbal and written communication abilities.
  • Ability to manage multiple priorities, work independently, and collaborate as part of a multidisciplinary team.
  • Demonstrated commitment to trauma-informed and participant-centered service delivery.
  • Proficiency with Microsoft Office applications and database systems. Physical Requirements
  • Ability to travel throughout the service area.
  • Ability to conduct community-based visits and attend housing appointments.
  • Ability to occasionally lift or transport items weighing up to 25 pounds during participant move-in activities.
  • Ability to sit, stand, walk, and drive for extended periods. Work Environment The Housing Navigator works in a combination of office, community, and field-based settings. The position requires regular travel throughout Metro Atlanta to conduct housing searches, landlord meetings, participant appointments, and move-in coordination activities. Core Performance Measures
