  • 60,000 Wage Status Exempt Union Status Non-Union Position Summary The Public Housing Specialist is responsible for supporting the day-to-day administration of the Irvington Housing Authority Public Housing program, including occupancy, leasing, eligibility, recertification, resident file management, resident engagement, resident services coordination, and lease compliance support.
The position assists with maintaining HUD, ACOP, Fair Housing, VAWA, EIV, and Authority compliance while also serving as a professional liaison between residents, property management, maintenance, and leadership. The Public Housing Specialist supports occupancy goals, resident stability, community standards, resident communication, audit readiness, and overall Public Housing operational performance. Essential Duties and Responsibilities A. Occupancy, Eligibility, Leasing, and Recertification
  • Process applications, admissions, transfers, leasing activities, and occupancy actions in accordance with HUD regulations, the ACOP, and Authority procedures.
  • Conduct eligibility reviews and perform annual, interim, and special recertifications.
  • Verify income, assets, deductions, household composition, citizenship/eligible immigration status, and other required eligibility factors.
  • Calculate tenant rent, utility allowances, and related changes accurately and timely.
  • Coordinate lease execution, move-ins, move-outs, unit offers, transfers, and waiting list administration.
  • Prepare and issue resident notices, correspondence, appointment letters, compliance letters, and other required communications.
  • Maintain complete, organized, audit-ready resident files and documentation consistent with HUD, ACOP, Fair Housing, VAWA, EIV, and records retention requirements.
  • Prepare resident files and supporting documentation for audits, HUD monitoring reviews, management reviews, and internal quality control reviews. B. Resident Services, Engagement, and Communication
  • Serve as a liaison between IHA and residents by receiving resident concerns, providing information, coordinating follow-up, and ensuring professional communication.
  • Support resident engagement activities, resident meetings, community outreach, and communication initiatives across IHA Public Housing sites.
  • Assist with the Resident Advisory Board (RAB), including meeting coordination, materials preparation, sign-in sheets, resident feedback tracking, and communication to management.
  • Assist in developing and coordinating resident programming, workshops, and events that promote community engagement, resident well-being, self-sufficiency, and housing stability.
  • Connect residents to appropriate community resources, supportive services, employment resources, health services, and social service partners, as available.
  • Maintain records of resident contacts, service referrals, outreach activities, program participation, and outcomes. C. Lease Compliance, Resident Support, and Site Stability
  • Assist Property Management with lease enforcement support, including resident outreach, documentation, follow-up, and coordination of corrective actions.
  • Support resolution of resident issues related to lease compliance, housekeeping, community standards, disturbances, unauthorized occupants, and other tenancy matters.
  • Provide residents with guidance regarding lease obligations, Authority policies, housekeeping expectations, reporting requirements, and community rules.
  • Participate in site visits, inspections, resident conferences, executive reviews, and operational meetings as assigned.
  • Support relocation, redevelopment, vacancy reduction, unit readiness, and special initiatives affecting residents and Public Housing operations. D. Work Order Coordination, Maintenance Follow-Up, and Safety Support
  • Input, track, and follow up on work orders or maintenance concerns reported by residents, as assigned.
  • Monitor recurring maintenance issues, site conditions, cleanliness concerns, safety hazards, and environmental concerns and communicate trends to Property Management and Maintenance.
  • Coordinate with Maintenance regarding unit readiness, resident access, resident communication, and follow-up documentation.
  • Support building access procedures, lobby monitoring coordination, incident reporting, and resident safety communication as assigned.
  • Report safety concerns, incidents, patterns, and operational risks to management for review and corrective action. E. Records, Reporting, and Interdepartmental Coordination
  • Prepare routine reports on occupancy, recertifications, resident contacts, complaints, engagement activities, work order trends, and other operational metrics as requested.
  • Coordinate with Maintenance, Finance, Human Resources, Procurement, Executive Leadership, and other departments to support effective Public Housing operations.
  • Maintain confidentiality of resident information and handle sensitive situations with professionalism and discretion.
  • Use housing management software, Microsoft Office, EIV, and other systems to enter, update, track, and retrieve required information.
  • Perform related duties as assigned to support Public Housing operations and Authority priorities. Minimum Qualifications
  • Associate degree in Business Administration, Public Administration, Social Services, Human Services, Housing Management, or a related field preferred; or an equivalent combination of education, training, and experience.
  • Two to three years of experience in Public Housing, affordable housing, HUD programs, property management, resident services, compliance administration, social services coordination, or a related field preferred.
  • Experience working with diverse populations, handling sensitive resident matters, and maintaining accurate records preferred. Knowledge, Skills, and Abilities
  • Knowledge of HUD Public Housing operations, ACOP requirements, rent calculations, Fair Housing, VAWA, EIV, lease compliance, resident services, and records management preferred.
  • Ability to interpret and apply HUD regulations, Authority policies, lease requirements, and program procedures.
  • Strong interpersonal, customer service, conflict resolution, and communication skills.
  • Ability to manage multiple priorities, meet deadlines, maintain organized records, and work independently with limited supervision.
  • Ability to exercise sound judgment, maintain confidentiality, and handle difficult or sensitive situations professionally.
  • Ability to work collaboratively with residents, staff, service providers, community partners, and leadership.
  • Ability to identify operational issues, follow up on assigned matters, and support corrective action. Technical Skills
  • Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and related applications.
  • Experience with PHA-Web, Yardi, or similar housing management software preferred.
  • Ability to use electronic records, reporting systems, databases, and resident tracking tools. Preferred Certifications
  • HUD Public Housing occupancy, eligibility, rent calculation, EIV, or similar certification preferred, or ability to obtain within 12 months of employment.
  • Resident services, fair housing, VAWA, or related training preferred. Physical Requirements
  • Ability to work in an office environment and travel between IHA Public Housing sites as needed.
  • Ability to stand, walk, and engage with residents throughout Authority properties.
  • Ability to occasionally lift up to 25 pounds.
  • Ability to work in both office and outdoor environments as needed.
