Performs a variety of professional tasks reled to substance misuse service planning, community referrals and consultions, and in-service training. Performs screening and assessment, conducts educion and non-medical counseling for active duty military and their eligible family members as space permits. Develops in conjunction with the SACC Director and approprie staff, advocacy and outreach services to meet the needs of the installion/community. Assists with Quality Assurance projects as required. Receives general supervision from the SACC Director and Clinical Supervisor who works closely with the tier I counselor to develop skills to manage assigned caseload and to make professional decisions and recommendions. Tier I providers must perform all clinical duties under the clinical supervision of a tier III clinical supervisor and maintain a plan of supervision. Provides thorough screening and assessment, non-medical counseling, and consultion services to clients who present for care with substance misuse and risk factors. Coordines with community referral resources in the development of specific trement programs. Interviews individuals and family members to explore and analyze factors influencing personality development and family structure in relion to the development of symptomic behavior pterns and compliced interpersonal problems. Determines facts and conditions surrounding the difficulties in coping with various life situions and draws conclusions as to the underlying causes/contributing factors of the problems and the associed consequences to individual clients and their families. As approprie, obtains additional social and personal informion from significant others in the client's lives to ascertain the full scope and impact of the problems presented. Analyzes and evalues the informion obtained and makes use of other social and medical consultion resources as required. Devises workable individual service plans (e.g., individual counseling, family counseling, referral for higher level of care, etc.) and provides direct non-medical services using a wide variety of techniques for the resolution of personal, social, or environmental difficulties reled to substance misuse. Makes referrals to other social or medical resources, as approprie. Uses skills in individual, marital, family, and group counseling to assist clients in understanding, accepting, and alleviing their problems. Tier I clinical counselors may co-facilite clinical groups with a facilitor who is a privileged counselor. Provides continuing supportive services to clients and families. All recommendions, referrals, case notes, etc. are reviewed and co-signed by the supervisor. The tier I clinical counselor may not provide independent care, be the only clinical provider in a given program or a sellite locion, or be left as the solo provider during routine work hours. Participes in training as required. Attends conferences and meetings of professional and other relevant associions. Keeps the Director and/or Clinical Supervisor informed on potential issues and concerns th can affect the viability of the SAP. Provides Critical Incident Reports (CIRs) to the Director when warranted. Engages in an agreed upon and written plan of supervision in accordance with policy. Performs various administrive duties in support of services provided; Keeps up-to-de on clinical training and closely reled areas in the field, with an emphasis on substance abuse intervention, assessment, and trement through membership in professional societies, continuing educion, training, and literure. Compiles stistical da of services provided for review and analysis by supervisor; assists with quality improvement projects as assigned. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communices positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulions and standards. Promptly reports any observed workplace hazards, and any injury, occupional illness, and/or property damage resulting from workplace mishaps to the immedie supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Performs other reled duties as assigned. Qualificions
MINIMUM QUALIFICATIONS
Required Degree:
Must possess a master's degree from a college or university with a program nionally accredited in: social work or psychology, marriage and family therapy, clinical counseling, or in a reled behavioral health field.
Required Licensure:
Ability to obtain supervision th applied towards their independent licensure under an approved supervision plan as required by the ste licensing board from which they are seeking licensure. Hiring program does not guarantee program supervision hours applicable towards ste licensure. Licensure shall be completed within a 36 month period from the de of hire.
Required Experience:
Experience working or serving as a volunteer or intern in the field of substance abuse strongly recommended.
Required Certificion:
Must achieve certified substance abuse counselor (Alcohol and Drug Counselor II, Internional Certificion & Reciprocity Consortium substance abuse counselor certificion, or ste equivalent) within 36 months from the de of hire. Strong case management skills to include: maintain accure and timely documention of records and case files is preferred. Ensure a smooth implemention and continuum of care, develop and maintain knowledge of referral sources, collabore and coordine with other internal departments, outside agencies, and commanders (if indiced) to ensure th client is receiving the most approprie services is preferred. Working knowledge of Microsoft Office products is preferred. Must be supervised by the tier
III SACC
Director or SACC Supervisor and involved in a professional development plan. Knowledge of the military structure and the military environment is preferred. Knowledge of standard and accepted theories, methods, principles, practices, as well as of individual, marital, family, and group counseling. Additionally, the incumbent must possess the knowledge, skills and abilities of the most recent version of the Diagnostic and Stistical Manual of Mental Disorders (DSM) criteria and the American Society of Addiction Medicine's Pient Placement Criteria (ASAM-PPC). Ability to teach counseling techniques for substance misuse to assist clients. Ability to review and evalue a wide range of training aids and merials. Skill and ability to review and analyze client's biopsychosocial history to develop complete and full-length individualized service plans. Must be able to properly document interview findings and provide a narrive of primary presenting issues. Ability to assess the needs of the clients, counsel clients in recognition of their substance misuse, and recommend techniques and goals during the service phase. Ability to present higher level command briefings, court testimonies, and conduct liaison, in-service, etc. Ability and skill to prepare accure written case documention involving multiple individualized service goals and more complex cases, general correspondence, congressional correspondence, and staff papers. Will be required to obtain a clearance the Tier 3 level to sisfy IT Level II designion access and enter informion to the Alcohol and Drug Management Informion Tracking System (ADMITS), if access is to ADMITS is required to fulfill the requirements of this position.
