Hiring Agency Education & Labor Cabinet | Department of Workforce Development Location 500 Mero Street, 1st Floor Frankfort, KY 40601 USA Description The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability. It partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces. The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieve economic self-sufficiency and independence, and to contribute back to society. We also help businesses and employers recruit, retain, and accommodate employees with disabilities. We are seeking a Voc. Rehab Administrator I to administer statewide vocational rehabilitation programs. Coordinate, evaluate, or monitor the provision of vocational rehabilitation programs. Provide administrative support in data analysis and management of budgetary and programmatic areas as it relates to the programs they manage; and perform other duties as required. Responsibilities include but are not limited to the following: Reviews and monitors program data, expenditures, service trends, reports, and operations to evaluate effectiveness, ensure compliance, identify improvements, and support informed decision making. Prepares reports, recommendations, and program updates for leadership. Coordinates and oversees statewide Self-Employment Program, including program implementation, monitoring, technical assistance, fiscal coordination, policy interpretation, stakeholder collaboration, and support activities to assist individuals with disabilities in achieving competitive integrated employment through self-employment. Provide statewide guidance and training to staff on self-emp policies, procedures, and service delivery requirements. Supports the coordination and administration of the statewide Social Security Program by providing technical assistance and guidance on Social Security work incentives, employment supports, benefits resources, reporting requirements, program communication, and coordination with field staff and external partners. Serves as the statewide Personal Care Attendant (PCA) Coordinator by providing oversight, technical assistance, training, and consultation to staff, consumers, providers, and stakeholders regarding PCA program requirements, documentation standards, service coordination, and compliance with agency policies and procedures. Assists staff and individuals in understanding PCA roles and responsibilities that support voc rehab participation and employment goals. Develops and delivers statewide training, guidance, presentations, and informational resources related to self-employment, Social Security work incentives, PCA services, and other specialized vocational rehabilitation programs to support consistent statewide implementation. Collaborates with agency leadership, staff, providers, governmental agencies, vendors, advocacy organizations, and other stakeholders to support program implementation, improve service coordination, resolve issues, and promote employment opportunities for individuals with disabilities. Performs other duties as required. This position will have access to confidential and sensitive information. EDUCATION
Graduate of a college or university with a master's degree in rehabilitation, rehabilitation teaching or therapy, guidance and/or counseling, psychology, sociology, orientation and mobility, social work, special education, education, education with emphasis in vocational counseling, public or business administration or a related field.
EXPERIENCE, TRAINING, OR SKILLS
Four years of professional experience in rehabilitation, rehabilitation teaching or therapy, vocational assessment, employer relations, rehabilitation technology, rehabilitation counseling, vocational evaluation, supported employment, job placement, guidance and/or counseling, psychology, sociology, orientation and mobility, social work, special education, education, education with emphasis in vocational counseling, customized employment, health studies, human relations, human resources, occupational therapy, physical therapy, school counseling, or a related field. A bachelor's degree plus an additional two years of professional experience in rehabilitation, rehabilitation teaching or therapy, vocational assessment, employer relations, rehabilitation technology, rehabilitation counseling, vocational evaluation, supported employment, job placement, guidance and/or counseling, psychology, sociology, orientation and mobility, social work, special education, education, education with emphasis in vocational counseling, customized employment, health studies, human relations, human resources, occupational therapy, physical therapy, school counseling, or a related field will substitute for the required master's degree.
SPECIAL REQUIREMENTS
(AGE, LICENSURE, REGULATION, ETC.): NONE Working Conditions Work is performed primarily in an office setting. Occasional travel will be required to coordinate services between customers and the agency. Probationary Period This job has an initial and promotional probationary period of 6 months, except as provided in
KRS 18A.111.
