Developer, Sr Manager, you will be responsible for leading development of labor and material basis of estimates (BOEs) to support proposal solution development and analyzing market data, competitor pricing, and internal costs to determine the optimal price point that allows a company to win new business while maximizing profitability, considering factors like market share, customer value, and competitive landscape. The ideal candidate needs to have experience of Base Operation Services, Installation Support Services, Logistics Support Services, as well as be adept at working with Program Managers, Capture Managers, Solution Architects, and SMEs to develop initial Work Breakdown Structures and full development of BOEs aligning to the win strategy.
ESSENTIAL JOB FUNCTIONS
Lead development of labor and material basis of estimates (BOEs) in response of Government solicitations. Perform market research, competitor analysis, cost modeling, pricing strategy development, and present recommendations as well as assess competitive threats and opportunities in the market. Gather and analyze market data on industry trends, customer behavior, and competitor pricing to understand market dynamics as well as Identify key market segments and their pricing sensitivities. Responsible for market research, competitor analysis, cost modeling, pricing strategy development, and presenting recommendations. Review and analyze RFP documentation and develop Work Breakdown Structures using Performance Work Statement (PWS) and Statement of Work (SOW) requirements. Identify applicable labor categories and develop labor category descriptions including education and experience requirements. Work with proposal and technical teams to develop initial labor and material estimates, including labor categories and staffing levels. Identify relevant programs and data to support development of justification and rationale for the estimates. Coordinate with Solutions Architects to align the technical solution with the labor and material approach in each BOE. Determine BOE alignment with the WBS, allocate requirements to appropriate BOEs. Develop BOE content including task descriptions, assumptions, and estimate rationale. Develop models to support analysis, reporting, and summaries for management review and proposal volume content. Work with engineering to develop bill of materials, including vendors and part numbers, to support request for quotes. Interface with the pricing organization to provide the labor and bill of material information required for price development. Ensure all estimates meet company policies, procedures and government regulations. Conduct quality control checks to validate BOE accuracy and consistency with program. Support audits and reviews of BOEs providing additional detail and justification as needed. Experience with BOE development in government contracting industries such as construction, defense, aerospace or Technology. Support senior leader reviews of proposal and pricing artifacts.
EDUCATION & EXPERIENCE
Bachelor's Degree in Engineering, Finance, Business Management, or related field 5+ years of working in a BOE role Technical certification and/or years of experience can be considered in lieu of a degree Professional certifications (e.g., Certified Cost Estimator/Analyst (CCEA), Project Management Professional (PMP)) is preferred
KNOWLEDGE & SKILLS
Knowledge of federal regulations or industry standards related to cost estimation. Excellent understanding of market dynamics and competitive landscape. Strong analytical skills with proficiency in data manipulation and statistical analysis. Proficiency in pricing modeling and data visualization tools. Proficiency in mathematics, statistics, and data analysis. Proficiency with report writing and strategic planning skills. Expertise with analytic tools including Microsoft Excel. Excellent analytical skills and attention to detail. Strong communication and presentation skills to effectively convey pricing recommendations. Familiarity, knowledge and use of RS Means and other published data sources to develop BOE packages. Able to compare, contrast and adjust BOE based on Price to Win analyses. Familiarity with Government RFP structure and content, and analysis of RFP requirements. Familiarity with Government contract types, e.g., CPAF, CPFF, FFP, etc.
