Job Description
St. Croix Chippewa Indians of Wisconsin Leadership will strive to uphold the mission, vision, and values of the organization. They will serve as role models for staff and act in a people centered, service excellence-focused and results oriented manner.
Position Summary:
The ERSEA and Family Engagement Coordinator is responsible for leading and implementing comprehensive systems that ensure full enrollment and meaningful family partnerships within the Head Start program. This position oversees Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) in alignment with the Head Start Program Performance Standards and local program goals. The coordinator ensures that enrollment processes prioritize the children and families•with the greatest need, maintains accurate and timely data, and monitors ongoing compliance. In addition, the position directs the program's family engagement services, working collaboratively with families to support their well-being, strengthen parent-child relationships, and promote family goal setting. The coordinator provides guidance to family services staff, supports community partnerships, and ensures the integration of parent and family engagement strategies across all program areas. This role plays a key part in developing a welcoming, culturally responsive program environment that empowers families as leaders and advocates for their children's learning.Essential Functions:

Responsibilities for identifying and engaging families most in need of services Responsibilities for prioritizing applicants based on need Responsibilities for completing enrollment and ensuring smooth entry into the program Responsibilities for tracking, monitoring, and improving program attendance Responsibilities for maintaining accurate records and ensuring compliance with Head Start Performance Standards Responsibilities tied to communication and relationship-buildingJob Duties:
Determine eligibility based on age and income using federal poverty guidelines Conduct intake interviews with families to better understand their circumstances, clarify application details, and identify unique needs Ensure adherence to Head Start Performance Standards for eligibility determination and accurate documentation Develop and implement a continuous recruitment plan that targets eligible families within the community Partner with local agencies, neighborhoods, businesses, and community organizations to promote Head Start services Create and distribute outreach materials in ways accessible to diverse community populations Maintain an active waitlist in accordance with program procedures Use selection criteria and point systems to identify families with the greatest need Ensure that at least 10% of enrollment opportunities are reserved for children with disabilities in compliance with federal standards Understand and apply the connection between community assessment data and selection priorities Document all selection decisions according to program and federal requirements Guide families through the enrollment process and ensure all required documentation is complete and accurate Coordinate enrollment deadlines, screenings, and timelines that are triggered when families enter the program Support families in understanding program schedules, expectations, and services during initial onboarding Monitor daily attendance and identify patterns of absence that may require follow-up Implement procedures to comply with Head Start attendance monitoring and reporting requirements Work with families to reduce attendance barriers and encourage participation in center-based services Maintain accurate eligibility determination records Use program data systems for tracking eligibility, enrollment, and attendance Support monitoring reviews and internal audits by preparing documentation and reports Apply ERSEA regulations outlined in Subpart A of the Head Start Performance Standards Engage families respectfully during eligibility conversations, particularly around sensitive topics such as income, homelessness, or kinship care Provide referrals or connect families with community resources when needs surface during ERSEA processes. Ensure culturally responsive and strengths-based communication aligned with Head Start principles. Connect with families in the community and build relationships by learning about their stories and journeys. Develop relationships with parents and structure services to encourage trust and respect, and ongoing two-way communication between staff and parents Link families with medical, dental, behavioral, and mental health providers; assist families in selecting and accessing care Promote parent engagement through education, consultation, workshops, and communication regarding mental health needs Collaborate with families in a family partnership agreement process that is jointly developed and shared with parents and identifies needs, interests, strengths, goals, and services and resources that support family well-being, including family safety, health, and economic stability. Provide follow-up tracking and outcomes reporting for FPA goals. Support parent committee and policy council participation Create opportunities for parents to participate in the program's parenting curriculum. Coordinate with community agencies to ensure that fa"'!ilies have accessibility to services that support their well-being. Assist families with transitional activities into Head Start, within the program (from Early Head Start to Head Start or from Year 1 to Year 2 in Head Start), and from Head Start to other educational settings Participate in onboarding and professional development opportunities to learn about your work and develop skills you need to work with children and families. Plan and conduct parent education training on various topics related to parent interest survey. Prepare monthly/quarterly ERSEA and PFCE dashboards, PIR inputs and policy council updates Work with early childhood manager to coordinate trainings on nutrition, health, and parenting topics Conduct file reviews, ongoing monitoring and continuous improvement activities. Plan and organize family nights. Implement comprehensive family engagement strategies that support family well-being, parent-child relationships, and family leadership. Obtain a credential or certification in social work, human services, family services, counseling or related field within 18 months of hire High school diploma Requires basic to intermediate level computer skills and ability to access information in meaningful ways Requires skill in conflict resolution and team building Must have demonstrated ability to work collaboratively with all levels of employees, parents, and managers Requires effective presentation, verbal and written communication skills. Needs commitment to timeliness and attention to detail Adheres to confidentiality, standards of conduct per Head Start Performance Standards. CPR and First Aid certification (must acquire within 90 days of hire) Must pass Criminal Background check/fingerprint scan and UA Must demonstrate ability to work cooperatively with teams of teachers, parents and staff Requires strong interpersonal skills and ability to interact with a diverse group of individuals Required to have a physical examination including a TB test Must have a valid driver's license and be able to be covered under St. Croix Chippewa Indians of Wisconsin insurancePreferred Qualifications:
A family services credential or certification in social work, human services, counseling or related field Bachelor's, associates in social work, human services, counseling or related field Knowledge of Ojibwe culture and language Native American Preference Given in Accordance with P.L. 93-638 and Amendments. •Please note that a job offer is conditional based on the candidate meeting all necessary criteria required determined by Department and Human Resources.Pay:
